Chidambaram attacks BJP for ‘cherrypicking’ on Adarsh scam

New Delhi: Finance Minister P Chidambaram today attacked BJP for "cherrypicking" on Maharashtra government's statement that no criminality was revealed against Home Minister Sushilkumar Shinde and some other politicians in the Adarsh housing society scam.

"You can't cherrypick and choose what suits you. One must pick the entire decision in toto. One can't cherrypick," Chidambaram said.

His reply came when reporters sought his comments on BJP's demand for the resignation of Shinde, a former chief minister of the state, for his alleged involvement in the scam.

The Maharashtra government, after being nudged by Congress vice president Rahul Gandhi, partially accepted the Adarsh scam judicial panel report and announced action against indicted bureaucrats but gave a clean chit to politicians barring former chief minister Ashok Chavan, saying "no criminality was revealed against them".

After the Maharashtra cabinet rejected the report before tabling it in the assembly, Gandhi had said at a press conference here that "personally, I don't agree with that decision. They (Maharashtra) should reconsider that."

Chief Minister Prithviraj Chavan, who was present at the press conference then, had later said he would consult his cabinet before taking a decision.

Former diplomat Hardeep Puri joins BJP ahead of Lok Sabha elections

Retired career diplomat Hardeep Puri, who served as India's permanent representative at the UN joined BJP ahead of the Lok Sabha elections, following in the footsteps of former Home Secretary RK Singh and Petroleum Secretary RS Pandey.

Puri, a 1974-batch Indian Foreign Service Officer, had put in 39 years of service and held several senior positions in the Ministry of External Affairs and Defence Ministry. He held Ambassadorial assignments in London and Brasilia.

In 2011 and 2012, as Permanent Representative at UN in New York, he led the Indian delegation to the Security Council. He also chaired its Counter-Terrorism Committee.

Leader of the Opposition in Rajya Sabha Arun Jaitley, with whom Puri enjoys a good relationship, is understood to be instrumental in bringing him into the party.

Former Home Secretary RK Singh had joined the BJP on 13 December along with Sunil Shastri, son of former prime minister Lal Bahadur Shastri, former petroleum secretary RS Pandey and retired Railways official Dharam Singh in presence of BJP president Rajnath Singh.

Welcoming Puri in the party fold, Rajnath Singh said, "We look forward to utilising his experience in the areas of Foreign, Security and Trade policies".

Puri said he was delighted to formally join the party which he had long admired for its strong sense of nationalism.

He said he looked forward to doing party work and was ready to contribute in whatever manner the party president and BJP's senior leadership asked him to.

Modi should learn austerity from Kejriwal, Mamta: Digvijaya Singh

New Delhi: Continuing with his praise of Arvind Kejriwal ever since his impressive victory in Delhi polls, Congress leader Digvijaya Singh today said that BJP's Prime Ministerial candidate Narendra Modi should learn austerity and humility from the AAP leader.

"Modi should learn austerity and humility from Kejriwal and Mamta who use Wagon R and Maruti Alto. Shouldn't NAMO be using NANO ?," Singh tweeted on a day Kejriwal government won the trust vote in Delhi assembly with the support of Congress.

Singh, who had fired many barbs against Kejriwal and his team at the time of Anna Hazare's anti-corruption agitation, has been praising Kerjiwal ever since the debutant's impressive show in Delhi polls.

AICC general secretary in-charge for Delhi Shakeel Ahmed dismissed contentions that Congress supported AAP to form government to halt the march of Narendra Modi.

"Wherever Modi went to campaign for the BJP in Delhi, the candidates of the Opposition party lost. We wish that Modi addresses more rallies in Delhi in coming elections causing greater losses to the BJP," he said.

Ahmed also congratulated AAP on winning the trust vote but reminded that Kejriwal will have to fulfil the promises it made to people before polls.

"We have fulfilled our promise. All our eight MLAs have supported AAP to form a government. Now they have to fulfill promises that they have made to the people," he said.

To questions about whether Congress support to Kejriwal will continue even if AAP government starts acting against Congress leaders after probe in corruption cases, Ahmed reminded of the unequivocal support to Kejriwal's government announced by Delhi PCC chief Arvinder Singh Lovely, who was a minister in the Sheila Dikshit government.

"Our Chief Minister or ministers have done no such thing to fear anything. Neither media nor AAP should try to raise any such bogey... every new government talks about corruption in the previous government.

"Today if Kejriwal is talking about corruption during previous government. Any new government that comes to power in future could level similar allegations against Kejriwal's government. This goes on in politics," he said.

Congress accuses BJP of maligning Virbhadra Singh’s image

Shimla: The opposition BJP in Himachal Pradesh is trying to divert the public's attention by maligning the image of Chief Minister Virbhadra Singh over alleged payoffs by a company to him and his family, the state Congress said Thursday.

"As the chief minister has reiterated that he is ready for a CBI probe and he will cooperate in the investigation conducted by the agency, we also want these two BJP leaders to prove the charges or quit politics as Virbhadra Singh has also promised to do so if proved guilty," state Congress chief Sukhvinder Sukhu said.

The Congress chief was referring to Bharatiya Janata Party (BJP) leaders Arun Jaitley and Anurag Thakur, who have demanded the chief minister's resignation over the alleged payoffs.

Congress leader said there was no truth in the allegations.

Jaitley alleged that the chief minister accepted Rs.1.5 crore and Rs.2.4 crore through cheques in his and his parliamentarian wife Pratibha Singh's name from Venture Energy and Technology Pvt. Ltd, which was executing a power project in the state.

He said the company was given two extensions in a hydel power project despite defaulting.

Thakur, an MP from Hamirpur in Himachal and son of two-time chief minister Prem Kumar Dhumal, in a complaint to Chief Election Commissioner V.S. Sampath sought action against Virbhadra Singh for hiding information in his election affidavit.

He said the chief minister did not declare the payments or the shares held by his family members in the company.

"The state has ordered inquiry into various corruption cases (during the previous BJP regime) as phone tapping, proxy land deals and into the Himachal Pradesh Cricket Association (HPCA) in which Dhumal's family members are facing several cases," Congress leaders said.

Battle 2014: AAP seeks Rs 2,014 from each supporter for preps

New Delhi: Determined to spread its wings, the AAP has stepped up fund collection and is urging supporters to donate Rs.2,014 -- marking the year when the Lok Sabha election will be held. Letters have gone out to supporters soliciting Rs.2,014 or more -- to add to the election kitty.

"We will be contesting the Lok Sabha election in many states and we will need your support," the letter from the Aam Aadmi Party says.

"Let us kick off 2014 with at least 2,014 supporters donating Rs.2,014 or more."

By 5 p.m. Thursday evening, the AAP web site showed several donations of Rs.2,014 -- from Delhi, Tamil Nadu, Maharashtra, Karnataka, Odisha, West Bengal, Finland and Qatar.

The AAP appeal says: "2013 was a truly eventful year... We have set in motion a huge wave of change across India which we believe will transform our country's politics forever."

It adds: "2014 too will be a year of Aam Aadmi."

But the party is accepting contributions even as measly as Rs.10 and Rs.11.

Most donations seem to be coming from Maharashtra, Delhi, Karnataka and Uttar Pradesh.

Donations have also come in from other parts of India including Kerala, Gujarat, Andhra Pradesh, Haryana, Rajasthan, Chhattisgarh and Uttarakhand.

According to the web site, the AAP has collected Rs.38. million since the Dec 4 election brought it to power in Delhi.

Of this, Rs.2.8 million had been collected Thursday alone.

The maximum contributions have come from within India, followed by the US, the United Arab Emirates, Britain, Singapore and Qatar, countries with large concentration of Indians.

The AAP stunned everyone by winning 28 of the 70 Delhi seats in its debut election. It has formed a government with the backing of the Congress party's eight legislators.

After winning the confidence vote, Delhi CM Arvind Kejriwal, in his trademark style, congratulated Delhi's common man. "It is not our victory. It is your victory. This is the victory of honesty and truth," he said.

He then went on to renew his oath-taking pitch, saying that there is a big challenge ahead - a challenge that the government with its seven ministers alone, or 70 MLAs in the Parliament can't face.

"It is a challenge that we have to undertake together. We have to make sure that there is no corruption in the city. I assure you that be it the MCD, be it the former Delhi government, be it our government, no minister guilty of corruption will be spared."

He added that AAP MLAs had gone and met several pavement dwellers and heard their woes. "These people have nothing. They are not even vote banks - they don't have the right to vote. So, we announced porta cabins for them. Immediately after, some NGOs, rotary clubs called up and said that they wanted to pay for the setting up of some porta cabins. This is how we want to include the society for its own good," said Kejriwal.

He added that the AAP's next most important agenda will be to pass the Janlokpal Bill for Delhi.

He also said that he was not worried about who will be elected as the Speaker in the House.

Along with 28 AAP members, eight Congress MLAs, one independent and one JD(U) legislator voted in favour of the AAP government. The AAP got 38 votes while the BJP votes numbered 32. A total of 36 votes are required to get majority in the 70-member Delhi Assembly.

Addressing the Delhi Assembly before seeking the trust vote, Chief Minister Arvind Kejriwal made it clear that his intention was to work for the common people and the motion of confidence if passed favourably will help the ordinary citizen living in the national capital.

"AAP believes that all people who needs an honest system are common man no matter wherever they stay -- Greater Kailash or Sangan Vihar. People who are dishonest either rich are poor are the special ones. I haven't stood here to save the government or make a government. I never thought that I will form a political party and fight elections. I am just a common man with no standing. A common man in India wants that his children get good education, safety for his family and a good judiciary. Crores and crores have been spent for development but where is the development and where is the money? A common man wants to lknow that. Sadly, politics has been corpotarised in India today.

"Two years back the country's common man just wanted that the corrupt should face the law and go behind bars. But the political leaders by dint of muscle and money power challeneged that the common man to get themselves elected and make their own law. Our fight is to end corruption and we are here today. Our fight looked impossible and victory was a distant dream. For us 28 in the Delhi assembly, God in whatever form he is, is with us. Today's question is who are the members who are with the aam aadmi.

"Is a common man's time not valuable like a minister's? I have waited in red signals and lost no time in the last five-six days. Why does a political leader needs security? The day God decides that you should not get anymore security, no amount of bodyguards will be able to save you.

"Yes, I agree with Dr Harsh Vardhan that Delhi has a Lokayukta law. But that is very weak. We need to have a stronger one. What is the point in laying and relaying footpaths? There is no dearth of money. People should rather have streetlights for the safety of women.

"In case of free water, if a section is benefitted to start with what is the harm? Has a good thing not been done?

"Delhi should be a full-fledged state and I believe the Congress and BJP also have it in their manifesto. There are complaints that the electric meters run really fast. This should be checked into. There should also be an audit of the distribution firms and we all must sit together and fix the power tariff.

"We need to look into unauthorised colonies as these are devoid of basic facilities. These facilities should be given until a permanent solution is found. Same stands for illegal shanties.

"The contractors are also a tormented lot as their PFs are cut but not deposited into thier accounts. This must stop.

"Regarding FDI in retail we oppose it. Even the BJP opposes it. And why does the government look upon the business community as thieves? 99 percent of them are honest and they are ready to pay tax. Why should the government keep chasing them always and not not allow them to commit themselves into their business?

"The quality of education is really bad in the government schools in Delhi. The system of donation in the private schools must stop and the number of government schools must be increased.

"There should be a special team for the safety of women. Our legal system should be such that the perpetrators who commit crimes against women are behind bars within six months.

"I appeal to you all to pass the motion favourably if you are with the common man."

The Delhi Assembly has begun it trust vote of the AAP government. While the Congress said it would vote in support of the AAP, the BJP said it will oppose.

4.17 pm: AAP will win trust vote, says Anna Hazare

Anti-graft activist Anna Hazare has expressed his confidence over AAP winning the trust vote in Delhi.

Zee News reported him as saying, "I am confident that theArvind Kejriwal-led AAP Government will win the trust vote. If the Congress withdraws support, it will send a wrong message."

3:20 pm: Water scheme will make water costlier for Delhi, says Lovely

The Congress may have backed the AAP for the confidence vote but it doesn't mean they won't criticise them.

"You water scheme instead of making things cheaper for the poor will instead make it costlier," Lovely said.

He also claimed that the AAP's waiver on power charges was no different from what the Congress had done when it was in power.

3:10 pm: Congress's Arvinder Singh Lovely backs AAP, says BJP will always remain in opposition

Congress's Arvinder Singh Lovely said that the Congress will back the AAP government because it has promised to fight against corruption.

He also took the opportunity to mock the BJP and said that despite various claims they were never able to come to power in the national capital.

"We have been hearing that you will form the government for years now but you are still in the opposition," he said.

The Congress leader said that they had backed the AAP only because they believed the party had received the mandate of the people and they didn't want the people of Delhi to go through another election.

3:00 pm: BJP says it will not back AAP in confidence vote

After criticism of the AAP and its policies, Harsh Vardhan concluded that the BJP would definitely not back the AAP in its confidence vote.

"We have decided we cannot support such a government," Harsh Vardhan said.

Harsh Vardhan's not saying anything new but he's still going after the AAP.

The BJP's chief ministerial candidate raised questions over foreign funding that the NGOs run by Kejriwal and Sisodia might have received.

"The Delhi government talks of probing allegations against others but will it probe these allegations against its own leaders," he said.

He also raised questions over the functioning of the AAP's flagship water scheme in the capital.

He did a basic calculation of how much water would be used in a Delhi home and said,"The situation will soon arise that people would prefer to use their friend's toilets in order to prevent over shooting their household water limit."

"If you really wanted to spare Delhi residents the burden then why have you raised water tariffs?" the BJP leader said.

2:35 pm: BJP takes umbrage to AAP's interruption

Manish Sisodia objected to a point on Kashmir made by Harsh Vardhan and was promptly shouted down by the BJP MLAs. Kejriwal has remained silent and despite Sisodia's apology there is no calm in the Assembly. After a brief interruption, Harsh Vardhan continued.

2:20 pm: BJP attacks AAP for taking Congress support

Manish Sisodia has moved the confidence motion in the Delhi Assembly but not before speaking about how they plan to take care of various groups, including farmers in Delhi.

He also gave a brief list of what the party planned to achieve during its term in power.

BJP's Harsh Vardhan started by congratulating the AAP on its victory and spoke about how the Congress had failed to achieve anything in the Delhi elections.

But then he attacked the AAP Chief Minister saying that he had initially slammed the Congress but now was taking their support to form the government.

"Kejriwal has joined hands with those whom he earlier promised to send behind bars," he said.

"It's strange that the party that got maximum votes is sitiing in the opposition," he said.

He also attacks the AAP chief minister for not taking any personal security and pointed out that despite Kejriwal resorting to taking public transport, the number of police personnel who had to guard him hadn't reduced.

"It is not a very great thing to travel by the metro," Harsh Vardhan said.

2:00 pm: Delhi Assembly in disarray as proceedings begin

The BJP's MLAs are currently on their feet in the Assembly and are disrupting proceedings on the grounds that AAP legislators were wearing the party caps into the Delhi Assembly.

Calm was finally restored and AAP's Manish Sisodia is on his feet and is listing why the party came to power and what they have promised the people.

Perhaps an hour ahead of the crucial confidence vote, Delhi Chief Minister Arvind Kejriwal has said that the party isn't worried about the confidence vote in the Delhi Assembly.

"We have the people's faith, we have no fear," Kejriwal said before he left for the Delhi Assembly.

After initially refusing to take up the post of the Speaker in the Delhi Assembly, the BJP has finally endorsed one of its own to file his nomination for the post.

Jagdish Mukhi, who has served as the leader of the Opposition, had earlier refused the post of pro-tem speaker when offered it by the Lieutenant Governor.

However, he today said that the BJP has endorsed his candidature for the post of Speaker and has filed his nomination papers. Does this mean the BJP is finally reconciled to a long term of the AAP government?

9:30 am: Kejriwal to face crucial vote of confidence in Delhi Assembly today

Kejriwal may have started his term as chief minister with major announcements concerning water and power, but today will decide how much longer his term will last.

Delhi's chief minister and his government will face a crucial vote of confidence in the Delhi Assembly today and is largely expected to sail through thanks to support from the Congress.

The AAP has 28 MLAs and is expected to be backed by the 8 MLAs of the Congress, the lone Janata Dal (United) and independent MLA Rambir Shokeen.

While the AAP isn't banking on the backing of the Congress, the latter has said that it will be backing its rival to remain the party in power.

"The Congress MLAs will support the confidence motion to be moved by the AAP government and this support extends to the election of the speaker also," Shakeel Ahmed, who is charge of the Congress in Delhi, told the Hindustan Times.

Another Congress leader said that no dissidence would be tolerated and they would even issue a whip if required to all MLAs to ensure they toed the party's line.

The Assembly session is expected to start at 2 pm and the vote, which is expected to be a voice vote, will be conducted any time between 2 pm and 6 pm.


AAP’s porta cabins: Not the best solution for Delhi’s homeless

The recent demolition of slums at Mansarovar Park, in North East Delhi, where nearly 1000 people were rendered homeless in the bitter cold, has once again highlighted the plight of Delhi's homeless.

The demolition carried out by the Railways took place on 26 December and according to the residents they were given no prior warning about the demolition. "Four bulldozers turned up in the morning and started razing everything. We weren't even given time to collect our food, blankets or anything," said one resident.

The newly elected AAP government has however swung into action and promised to help the homeless citizens of Delhi at large. Chief Minister Arvind Kejriwal passed an order yesterday saying that all the night shelters being run from plastic tents will be replaced with porta cabins within three days.

"During night time inspections by our ministers Manish Sisodia and Rakhi Birla and AAP leader Sanjay Singh, it came to our knowledge that many people are sleeping under flyovers and other such places and not willing to move to night shelters. The government has decided to provide porta cabin-based shelter to them on the spot," Kejriwal said.

While the announcement is laudable, for those living in Mansarovar Park, the future still hangs in the balance. Currently the Mansarovar Park slum has only two temporary night shelters. These have been built by the NGO called Humana People to People India, which has been working in the area for the since 2010. The NGO also runs an informal school for the children in the slum as well.

Trupti Lal Chaudhry, who has been a part of the slum for many years, told Firstpost that this is was not the first time that they had been moved from one area. He said, "First we were in Seelampur. We were driven out of there and settled here. We've been in this area for nearly 15-16 years."

When asked about the porta cabins and whether they were aware of the announcement, Chaudhry said he hadn't heard about this. He told us, "All we got for now are some blankets and food. The Delhi Urban Shelter Improvement Board did send some plastic sheets for the temporary housing, but other than that we've not got any help."

Jayanta Bhakat, who is co-ordinator with Humana People to People India NGO that works with homeless citizens in the area told Firstpost, "We had surveyed the people in 2010. We had then helped them get Homeless Citizen Cards, later voter ID cards and Aadhar cards. Even then the demolition took place and without any notice. For now, we have only polythene sheets from the Delhi Urban Shelter Improvement Board for the tents."

On the issue of porta cabins, he says, "The only night shelters here are built by us. It's not clear whether the cabins will be built in this area. The areas have not been announced till now." He was also skeptical about the three day deadline. Bhakat says, "We heard about this announcement. But I doubt whether they will be ready before a week."

And not everyone is convinced that the porta cabin issue will resolve the problem. Sanjay Kumar is who the co-director of the Ashray Adhikar Abhiyaan that has been working with the homeless in Delhi points out, "As far as the porta cabins are concerned, we've not yet received any information. These are definitely not enough to deal with problems faced by the homeless, especially in Delhi. We need a permanent solution and not temporary ones."

The problem is made worse by the fact that it comes to slums, very often multiple agencies and authorities are fighting it out over land and jurisdiction. "For instance MCD is not under the Delhi government. Then railways is not answerable to the Delhi government and have their own land. In the Mansarovar Park, this is what happened. Railways demolished it and didn't even consider the winter," points out Kumar.

He adds, "Resolving the crisis requires planning and coordination amongst the various bodies of the government. You might build temporary cabins, but they can be removed in the next couple of months. This is not a problem that goes away. At least with permanent shelters, they can't removed so easily."

While AAP might have announced porta cabins and other relief measures, slum resident like Chaudhry remain unconvinced about the future. Having been moved once before, he's clearly worried that this could happen again, and says, "Although we have got respite till March, it's not clear what will happen after that. In three months, if the jhuggi is allowed to stay we might get compensation in the form of land or something. If they don't give us compensation, then we don't really know where we'll be packed off to."

"There should be a special team for the safety of women. Our legal system should be such that the perpetrators who commit crimes against women are behind bars within six months.

"I appeal to you all to pass the motion favourably if you are with the common man."

After winning the confidence vote, Delhi CM Arvind Kejriwal, in his trademark style, congratulated Delhi's common man. "It is not our victory. It is your victory. This is the victory of honesty and truth," he said.

He then went on to renew his oath-taking pitch, saying that there is a big challenge ahead - a challenge that the government with its seven ministers alone, or 70 MLAs in the Parliament can't face.

"It is a challenge that we have to undertake together. We have to make sure that there is no corruption in the city. I assure you that be it the MCD, be it the former Delhi government, be it our government, no minister guilty of corruption will be spared."

He added that AAP MLAs had gone and met several pavement dwellers and heard their woes. "These people have nothing. They are not even vote banks - they don't have the right to vote. So, we announced porta cabins for them. Immediately after, some NGOs, rotary clubs called up and said that they wanted to pay for the setting up of some porta cabins. This is how we want to include the society for its own good," said Kejriwal.

He added that the AAP's next most important agenda will be to pass the Janlokpal Bill for Delhi.


Congress MP confident that Andhra bifurcation won’t happen

Kadapa (AP): Congress MP and former union minister A Saipratap today expressed "confidence" that Andhra Pradesh would remain "united" as a state as the bifurcation bill was moved at a wrong time.

"The state is lucky because the bifurcation bill was moved at the "wrong time" (just ahead of Lok Sabha elections) which would make bifurcation difficult to be completed," he said here.

After chairing a meeting of a district level vigilance and monitoring committee, Saipratap, who is an MP from Rajampeta, said that it is unprecedented that ruling party MPs had moved a no-confidence motion against their own government in the Lok Sabha.

He said that the Rayalaseema region, which has allegedly been denied of its legitimate share of water so far, should be provided with water.

Once development of this region is ensured, the state's bifurcation could be considered, he said.

Adarsh scam: Bureaucrats set to face trial, politicians let off the hook

Babus must get ready to face the music again while politicians are being let off, this time on the Adarsh Housing Society scam in Mumbai. Buckling under pressure from the Congress high command, particularly from party vice president Rahul Gandhi in his new anti-corruption avatar, the Maharashtra cabinet under Chief Minister Prithviraj Chavan today reviewed the action taken report on the Adarsh Housing Society scam which it had rejected last month.

"No action against politicians accused of patronage in the Adarsh Housing Society scam. There will be no action against the four former chief ministers and Nationalist Congress Party leaders Rajesh Tope and Sunil Tatkare," Maharashtra Chief Minister Prithviraj Chavan told reporters in Mumbai. "There was no instance of criminality found against the politicians," Chavan said.

"On the Adarsh society, we reviewed the entire report once again of the Adarsh Cooperative Housing Society. In our meeting in Nagpur, we had rejected the Adarsh report on 20 December. There were 13 terms of reference given to this action taken report. The first two terms of reference were looked at in April 2013 and the remaining 11 terms of reference and the findings of the committee which was appointed was given to us last month. We discussed the entire issue once again and it was decided that we take different decisions," the chief minister said.

Going into the depth of the issue, he said, "The first issue was who did the land belong to? Did it belong to the state government or was it the defence ministry's land? We have referred this to the Central government and mentioned that the land belonged to the state government. "

Giving more details of the cabinet discussion on the issue of land, the chief minister said, "Was the land preserved for a particular purpose and was the land de-reserved as a result and were there any environmental regulations flouted. We had to decide what actions are to be taken against officials, politicians and public figures involved of the ministries of urban development and environment and natural resources."

Pressing for an inquiry into the scam, he said, "There should be an inquiry done on all of these issues. The action taken report had also looked into whether the necessary permissions were taken. The action taken report suggested that necessary permissions of from the Central environment ministry were not taken."

Referring to the conclusion adopted by the action taken report, Chavan said, "The action taken report suggested that this was an unauthorised and irregular structure and this should be demolished. The report suggested that the manner in which the land was acquired and the building was built was completely irregular and unauthorised.

"These irregularities need to be probed. The officials of the Ministry of Urban Development as well as the Ministry of Environment and Natural Resources who had given these permissions needed to look at. The action taken report also spoke of public servants who had taken unfair advantage of their position who had bought properties in adarsh as a result."

The chief minister said that the CBI is at present looking into the 22 benami flats that were mentioned in the action taken report and how these flats were acquired.

"The CBI is also enquiring if this case has an element of quid pro pro in it," Chavan said.

The action taken report had indicted four former chief ministers including Ashok Chavan, now demised Vilasrao Deshmukh, Union Home Minister Sushilkumar Shinde and Shivajirao Nilangekar Patil. Two former urban development ministers Tope and Tatkare and 12 top bureaucrats were also indicted.

As per the action taken report, among the society's 102 members, 25 were not eligible including diplomat Devyani Khobragade who was in the news recently for alleged visa fraud and consequent arrest in the US.


Why did AAP feel compelled to form govt, asks BJP

New Delhi: BJP leader Harsh Vardhan on Thursday questioned the Aam Aadmi Party as to what "compelled" the debutante political entity to form a government in Delhi with the Congress party's support.

"When his (Arvind Kejriwal's) party emerged, people of this country saw new hope. Though the party emerged due to Anna Hazare's movement, Anna Hazare decided to stay out of politics," said BJP's chief ministerial candidate Harsh Vardhan during a debate on the trust vote in the Delhi assembly.

"Arvind Kejriwal had sworn that he would neither support nor take the support of the Congress party. I don't know what compelled him to seek support from the Congress - a party that was shown the door by the people in elections," he said.

Referring to the earlier speech by Delhi Minister Manish Sisodia that the assembly was the representative of the people of Delhi, the senior Bharatiya Janata Party leader said: "Why are they (AAP) negating the mandate of the people and taking the Congress party's support."

The Aam Aadmi Party assumed power Saturday on the strength of its 28 seats in the 70-member Delhi assembly. The Congress, with eight legislators, has declared its support to the Kejriwal government.

The Bharatiya Janata Party, with 32 members, is the single largest party in the assembly.

Harsh Vardhan said: "In the 15 years of Congress rule, there have been many scams. Our party kept highlighting these. I heard Kejriwal saying if Harsh Vardhan had any evidence, he should share it with us. I want to ask the chief minister, why he claimed that he would act against the corrupt people in Congress if he had no evidence?"

He questioned the decision of the AAP government to ban red beacons for Delhi MLAs saying the Supreme Court order on this was a year old.

"But the manner in which you presented facts here made it seem that the onus of cleaning up politics lay only with you," he said.

"You (Kejriwal) didn't want security, but at least 4,000 policemen were deployed for your security at the Ram Lila Maidan," he said.

The BJP leader said there was nothing special about the chief minister using the metro to travel as thousands of security personnel had to be deployed for this.

Harsh Vardhan said: "We (BJP) are also for clean politics, but do we need to demonstrate it in this manner?"

Goa CM Parrikar backs auctioning of natural resources

Panaji: Goa Chief Minister Manohar Parrikar agrees "in-principle" with auctioning the state's mining resources but feels that proper systems needs to be in place to facilitate this. Parrikar was speaking to reporters on the sidelines of a party function here.

"I am ok in-principle with auctioning of our natural resources, but we need proper systems in place for fair allotment of mining resources," he said.

Parrikar, accused by the opposition of cozying up with the mining magnates implicated in a Rs.35,000 crore mining scam, also said that he was going to ensure that the private mining companies do not earn "windfall profits".

"We are going to ensure that they do not earn windfall profits. But one must understand that mining is capital intensive and only those with substantial capital can engage in mining," Parrikar said.

Mining has been banned in Goa following an interim order by the Supreme Court, which is hearing a petition for a probe into Goa's mammoth mining scam.

A judicial commission has exposed the Rs.35,000 crore scam in which politicians, mining magnates and bureaucrats are linked.

The Congress leader said that they had backed the AAP only because they believed the party had received the mandate of the people and they didn't want the people of Delhi to go through another election.

He also raised questions over the functioning of the AAP's flagship water scheme in the capital.

He did a basic calculation of how much water would be used in a Delhi home and said,"The situation will soon arise that people would prefer to use their friend's toilets in order to prevent over shooting their household water limit."

"If you really wanted to spare Delhi residents the burden then why have you raised water tariffs?" the BJP leader said.

Manish Sisodia objected to a point on Kashmir made by Harsh Vardhan and was promptly shouted down by the BJP MLAs. Kejriwal has remained silent and despite Sisodia's apology there is no calm in the Assembly. After a brief interruption, Harsh Vardhan continued.

Manish Sisodia has moved the confidence motion in the Delhi Assembly but not before speaking about how they plan to take care of various groups, including farmers in Delhi.

He also gave a brief list of what the party planned to achieve during its term in power.

BJP's Harsh Vardhan started by congratulating the AAP on its victory and spoke about how the Congress had failed to achieve anything in the Delhi elections.

But then he attacked the AAP Chief Minister saying that he had initially slammed the Congress but now was taking their support to form the government.

"Kejriwal has joined hands with those whom he earlier promised to send behind bars," he said.

"It's strange that the party that got maximum votes is sitiing in the opposition," he said.

He also attacks the AAP chief minister for not taking any personal security and pointed out that despite Kejriwal resorting to taking public transport, the number of police personnel who had to guard him hadn't reduced.

"It is not a very great thing to travel by the metro," Harsh Vardhan said.

Jagdish Mukhi, who has served as the leader of the Opposition, had earlier refused the post of pro-tem speaker when offered it by the Lieutenant Governor.

However, he today said that the BJP has endorsed his candidature for the post of Speaker and has filed his nomination papers. Does this mean the BJP is finally reconciled to a long term of the AAP government?

Kejriwal may have started his term as chief minister with major announcements concerning water and power, but today will decide how much longer his term will last.

Delhi's chief minister and his government will face a crucial vote of confidence in the Delhi Assembly today and is largely expected to sail through thanks to support from the Congress.

The AAP has 28 MLAs and is expected to be backed by the 8 MLAs of the Congress, the lone Janata Dal (United) and independent MLA Rambir Shokeen.

While the AAP isn't banking on the backing of the Congress, the latter has said that it will be backing its rival to remain the party in power.

"The Congress MLAs will support the confidence motion to be moved by the AAP government and this support extends to the election of the speaker also," Shakeel Ahmed, who is charge of the Congress in Delhi, told the Hindustan Times.

Another Congress leader said that no dissidence would be tolerated and they would even issue a whip if required to all MLAs to ensure they toed the party's line.

The Assembly session is expected to start at 2 pm and the vote, which is expected to be a voice vote, will be conducted any time between 2 pm and 6 pm.


Why the young shouldn’t be misled by AAP’s antics

Dave Keller, an American writer, said "He who isn't a socialist at 19 has no heart and he who is still a socialist at 30 has no brain."  What we are now witnessing in India, the upsurge in support for the Aam Aadmi Party (AAP), is perhaps the vindication of the first part of one of the most quotable quotes of recent times.

For, AAP's clarion call to join politics, cleanse the political system by providing an alternative dispensation that cuts across class, caste, religion and region, the one that junks the traditional method of garnering funds for fighting elections, is finding resonance among youth especially more than others.  Infosys' former CFO Balakrishnan who has joined the AAP recently may not be exactly 19 but then that age was not meant to be taken as a strict cut off date but as a metaphor representing youth.

AAP may be beckoning the youth more but one may wonder if all of them are socialists?  Well, the rubbishing of accoutrements of power, the disdain for formality and protocol, and the almost irreverential attitude to institutions and norms perceived to be a stranglehold on socialistic passion all seem to have been the real pull, the gravitating force for the young and the restless.  And all these are also trappings of a politburo run party that brooks no dissent much less resistance.  AAP has often proved by its utterances and actions that those who are not with it are against it and must be fulminated upon --- my way or highway attitude.

That it chose to announce free water upto 20,000 liters without applying its mind as to whether its core constituency, the poor, would benefit by it is of a piece with its pigheadedness.   It should have first addressed the issue of pipeline to shanties before announcing free water.  AAP has no answer to this putting the cart before the horse initiative.  Its representative Raghav Chadda looked sheepish on a television channel and blamed it on the previous government for not laying pipeline all these years.  Of a piece with the same tendency to play to the gallery and ignore realities is the 50 percent subsidy for power for households consuming up to 400 units a month.  It is one thing to smell a fish in discoms' accounts but to burden the taxpayer on the basis of an obsessive suspicion is quite another.

The young and the restless seem to be taken in by the AAP's antics.  But brash decisions cannot be mistaken for decisiveness, a trait which AAP does not want Modi alone to possess.   What Modi perhaps would have done in Delhi is to lay the pipelines first before announcing free water.  He would have also found out that the main culprit on the power front is Delhi's dependence on power purchased from other states.  With as much as 70 percent of the power price in Delhi being the purchase price, there is hardly any headroom for granting a heavy subsidy much less 50%.  Modi would have thought it prudent to put up more power plants so that Delhi was not constrained to pay more for purchased power. Modi would not say no to nuclear power which AAP seems to be saying if the hearty welcome given to the anti-nuclear power activist Udhay Kumar is any indication.

AAP's recklessness on the power and water front is obviously finding resonance even among Congressmen with demands for similar initiative surfacing in the Congress-NCP ruled Maharashtra.  The contagion is likely to spread sooner than later to other states as well with frightening consequences that most certainly would have a debilitating effect on country's finances, throwing the combined fiscal deficit of the states and center to catastrophic levels.

The second part of Dave Keller's observation that at 30 if you are still a socialist you have no brain unfortunately would not appeal to a vast segment of the populace, the beneficiaries of populism.  Which is why proffering of prudent advice against impudent financial practices is looked with contempt by the vested interests.  In fact many of them may know in their hearts that huge fiscal deficit is not sustainable even in the short run but might nevertheless condone it on selfish and self-serving grounds.

Inevitably both direct and indirect taxes would have to be increased to bridge the fiscal gap which too is not acceptable to parties with socialistic moorings or pretensions.  India does not have the luxury of lowering taxes because unlike the Middle East Sultans, who confer their munificence on the ruled actually to lull them and stop them from rising in revolt against their plundering of the precious and valuable natural resources, our rulers simply do not have precious natural resource like oil to bankroll the economy including freebies besides earning money from them on the sly.  If the Middle East sultans make money through exports, our political masters make through imports and its adjunct over invoicing and kickbacks.

In the event, there could be a large number of young enthusiastic new entrants to the fledgling party whose calling card is mindless populism besides ranting against corruption given the youth's instant and natural empathy for socialism.  The aged ones too would join the bandwagon on the self-serving notion that if you cannot beat them, join them.  So what if they are in the process perceived as having no brains. In any case, the old and the thinking would be simply swamped by the upsurge of the youth support given the fact that as much as 65% of the voters are under 35.  Modi and his Gujarat model in the event might well come under the AAP juggernaut.

The BJP perhaps would realize in retrospect that it opened the champagne bottle rather prematurely.  Already it must be ruing its decision not to follow the government in Delhi.  By being modest, it allowed an upstart to steal its thunder.  It could have governed for a few days and then resigned a la Vajpayee in late nineties in a blaze of glory.  The BJP could have ridden back to power wearing the hallow of victimhood on its sleeves.  More importantly, it could have contained the threat to its ambitions of riding to power at the center.


Ramesh attacks Modi over use of Central funds for water conservation

New Delhi: In a fresh attack on Narendra Modi, Jairam Ramesh today said the Gujarat Chief Minister had been "badly misinformed" about his government's spending of central funds for water conservation programme in drought-hit areas of the state.

His statement against the BJP's Prime Ministerial candidate came a day after Modi government dismissed as "factually incorrect" the claims made by the Rural Development Minister that the state had failed to spend a chunk of the central funds meant for Centre's ambitious Integrated Watershed Management Programme (IWMP) in the state.

Ramesh rejected the counter charges made by the Gujarat Government, saying that all the figures that he had mentioned in his letter to Modi on the issue of utilisation of central fund for IWMP in the state was not "manufactured" by the Rural Development Ministry.

In his fresh letter to the Gujarat Chief Minister, Ramesh also said that the figures given by him in his earlier letter were based on utilisation certificates submitted by the state government.

"I am sorry that you have been badly misinformed. All the figures that I have quoted in my letter are in the public domain and are available on our website. We have not manufactured them. They are there for anybody to see," Ramesh said.

In his earlier letter, Ramesh had claimed that under the IWMP, the Centre had, so far, released Rs 702 crore and the unspent balance available with the state was about Rs 409 crore.

"In Gujarat, the cost of sanctioned projects between 2009-10 to 2013-14 is Rs 3,178 crore.... Had Gujarat implemented its IWMP projects as it had committed to, it could have got another Rs 407 crore from the Centre over the last four years," Ramesh had said.

Dismissing the allegation, state government spokesperson Nitin Patel had said yesterday that Ramesh's claims are factually incorrect and misleading as his data reflects expenditure up to 30 June, 2013 only

AAP is like Left, but it must reveal its economic policies: Karat

New Delhi: The CPI-M today asked the AAP to spell out its economic policies and said the Left too was known for the values the new party flaunts: simple living and mass financial mobilization.

A commentary by CPI-M general secretary Prakash Karat said while the AAP seeks to tackle some critical problems faced by the people, it was "silent on the nature of the economic policies which have produced these problems".

The commentary, in the CPI-M journal "People's Democracy", said rising electricity rates were due to the privatisation of power distribution in Delhi. "The high level institutionalized corruption is an outcome of the neo-liberal regime. So is the contractised work pattern."

"But the AAP is yet to spell out its comprehensive policy platform. Do they advocate any alternative policies to neo-liberalism?

"There seems to be a tendency to gloss over these matters, perhaps due to the contradictions that exist in the social base which has rallied around in the party."

The CPI-M admitted that the rapid rise of the Aam Aadmi Party "has been generally welcomed by the democratic and secular circles".

"The AAP's rise has been unique in that it could build a network and gather support from the middle classes and extend its influence amongst the poorer sections in the setting of a metropolitan city."

It said the AAP's success "is a positive development".

"The involvement of a normally apolitical middle class and attracting the youth to political activism with idealism is a singular achievement...

"The AAP has effectively checked the BJP's advance and exposed their corruption and policies which are similar to those of the Congress. Narendra Modi's appeal to the middle class and the youth was blunted by the AAP campaign in Delhi."

But it said the AAP's stand on communalism and the Hindutva agenda was absent. "Can the AAP ever hope to present itself as an alternative without taking a clear-cut stand against communalism?"

Karat said now that the AAP was planning to fight elections in other states, it was all the more important that it should spell out its basic programmes and policies.

"Only then, will it be possible for the people to determine the nature of the party and the direction it will take."

The CPI-M said the AAP's plank of fighting the "political establishment" tarred all political parties with the same brush, the Left included.

The commentary said that the virtues that AAP claims for itself - a clean image, incorruptibility, denial of perks and privileges of power and funding based on people's contributions - "are all part of the style and practice of the communists from the outset".

It said the CPI-M had always relied on mass contributions of small amounts and the levy paid by party members as the main source of its funding.

"The citizens of Delhi have appreciated the refusal of Kejriwal and his other ministers not to seek large official accommodations and to stick to their modest housing.

"This is the tradition set by communist leaders in public office... The Left-led governments have always adhered to these values."

Karat accused the Congress and the BJP of heaping "burdens on the people" and favouring "the interests of the international finance capital and Indian big business".

"The neo-liberal regime they uphold is the fountainhead of high level corruption."

It said there were very few parties, apart from the Left, with policies different from those of the Congress and BJP.

"The AAP is at an important crossroads after the Delhi elections. Will it be able to spell out an alternative policy direction and build a party which will represent the interests of the aam aadmi and the working people of the country?

"On this will depend the future trajectory of this novel political formation."

Youth Cong to go on Vikas Shodh Yatra in Guj to ‘expose’ Modi

New Delhi: Seeking to "expose" development claims of BJP's poll mascot Narendra Modi, Youth Congress will take out a 800-km-long 'Vikas Shodh Yatra' across Gujarat from 16 January.

The youth wing of Congress has lined up a number of programmes to expose the "double standards" of BJP on the issue of corruption and its Prime Ministerial candidate Modi's "tall claims of development in Gujarat," IYC National President Rajiv Satav said.

Indian Youth Congress activists had yesterday staged a protest outside the residence of BJP President Rajnath Singh, attacking the opposition party on the issue of corruption, during which they were also baton-charged by Delhi police.

"18 of them are injured while one has undergone surgery," Satav said.

Attacking Modi, he said, "The Gujarat Chief Minister talks about corruption, but he has taken no action against his Cabinet colleague in the state — Babu Bhai Bokhiria — who was convicted. He talks about morality but is himself involved in snoopgate.

"He talks about constructing an iron statue of Sardar Vallabhbhai Patel, but he never bothered to see what is the condition of the school in which Patel once studied. We will be telling people about these anomalies during the Vikas Shodh Yatra, which the Youth Congress will take up from 16 January in Gujarat," Satav said.

Harsh Vardhan's not saying anything new but he's still going after the AAP.

The BJP's chief ministerial candidate raised questions over foreign funding that the NGOs run by Kejriwal and Sisodia might have received.

"The Delhi government talks of probing allegations against others but will it probe these allegations against its own leaders," he said.

He also raised questions over the functioning of the AAP's flagship water scheme in the capital.

He did a basic calculation of how much water would be used in a Delhi home and said,"The situation will soon arise that people would prefer to use their friend's toilets in order to prevent over shooting their household water limit."

"If you really wanted to spare Delhi residents the burden then why have you raised water tariffs?" the BJP leader said.

Manish Sisodia objected to a point on Kashmir made by Harsh Vardhan and was promptly shouted down by the BJP MLAs. Kejriwal has remained silent and despite Sisodia's apology there is no calm in the Assembly. After a brief interruption, Harsh Vardhan continued.

Manish Sisodia has moved the confidence motion in the Delhi Assembly but not before speaking about how they plan to take care of various groups, including farmers in Delhi.

He also gave a brief list of what the party planned to achieve during its term in power.

BJP's Harsh Vardhan started by congratulating the AAP on its victory and spoke about how the Congress had failed to achieve anything in the Delhi elections.

But then he attacked the AAP Chief Minister saying that he had initially slammed the Congress but now was taking their support to form the government.

"Kejriwal has joined hands with those whom he earlier promised to send behind bars," he said.

"It's strange that the party that got maximum votes is sitiing in the opposition," he said.

He also attacks the AAP chief minister for not taking any personal security and pointed out that despite Kejriwal resorting to taking public transport, the number of police personnel who had to guard him hadn't reduced.

"It is not a very great thing to travel by the metro," Harsh Vardhan said.

The BJP's MLAs are currently on their feet in the Assembly and are disrupting proceedings on the grounds that AAP legislators were wearing the party caps into the Delhi Assembly.

Calm was finally restored and AAP's Manish Sisodia is on his feet and is listing why the party came to power and what they have promised the people.

Perhaps an hour ahead of the crucial confidence vote, Delhi Chief Minister Arvind Kejriwal has said that the party isn't worried about the confidence vote in the Delhi Assembly.

"We have the people's faith, we have no fear," Kejriwal said before he left for the Delhi Assembly.

After initially refusing to take up the post of the Speaker in the Delhi Assembly, the BJP has finally endorsed one of its own to file his nomination for the post.

Jagdish Mukhi, who has served as the leader of the Opposition, had earlier refused the post of pro-tem speaker when offered it by the Lieutenant Governor.

However, he today said that the BJP has endorsed his candidature for the post of Speaker and has filed his nomination papers. Does this mean the BJP is finally reconciled to a long term of the AAP government?

Kejriwal may have started his term as chief minister with major announcements concerning water and power, but today will decide how much longer his term will last.

Delhi's chief minister and his government will face a crucial vote of confidence in the Delhi Assembly today and is largely expected to sail through thanks to support from the Congress.

The AAP has 28 MLAs and is expected to be backed by the 8 MLAs of the Congress, the lone Janata Dal (United) and independent MLA Rambir Shokeen.

While the AAP isn't banking on the backing of the Congress, the latter has said that it will be backing its rival to remain the party in power.

"The Congress MLAs will support the confidence motion to be moved by the AAP government and this support extends to the election of the speaker also," Shakeel Ahmed, who is charge of the Congress in Delhi, told the Hindustan Times.

Another Congress leader said that no dissidence would be tolerated and they would even issue a whip if required to all MLAs to ensure they toed the party's line.

The Assembly session is expected to start at 2 pm and the vote, which is expected to be a voice vote, will be conducted any time between 2 pm and 6 pm.


AAP’s rise shows people want credible alternative to Cong, BJP: Karat

CPM general secretary Prakash Karat has said that the rise of AAP proves that the party has been able to project itself as a viable alternative to the BJP and the Congress.

Karat said that the Assembly elections have shown the anti-Congress sentiment that is present it the country at the moment.

In an interview to The Economic Times, Karat said, "The assembly elections have clearly shown a strong anti-Congress mood among people. Congress suffered its worst defeat in Delhi and Rajasthan, where it was in government. BJP was the beneficiary of this anti-Congress mood because politics in these states has been bipolar — Congress and BJP — for a long time. But the exception has been Delhi, where Aam Aadmi Party was able to present itself as a viable alternative to the two parties. AAP's rise shows that people will support a credible alternative to Congress and BJP, if it exists."

Karat had earlier said that AAP's rise showed that there was scope for alternative politics.

"The rise of AAP is a new phenomenon. It has been able to attract the support of the middle classes, who are normally apolitical. People have also responded to its image as a clean party. How far this can go beyond an urban setting remains to be seen. In many states, there are entrenched political parties. Some of them are fighting against both Congress & BJP. In such states, AAP may not be able to make much headway. The anti-corruption plank cannot alone be a viable political platform," Karat told The Economic Times.

While there has been speculation about a possible alliance of the AAP with some Left parties, especially following Prashant Bhushan's meeting with Kerala CPM leader V S Achuthanandan, Bhushan told The Indian Express that AAP will not ally with the CPM. "Corruption has seeped into its ranks," Bhushan was quoted as having said.

He did not rule out the possibility of allying with smaller Left-leaning parties.

Meanwhile Karat had also earlier praised AAP on they way it communicated with the youth on social media and said the Left needed to learn from them.

"Yes, that's an area we need to learn from the Aam Aadmi Party," NDTV had quoted him as saying.

Modi’s mentors: Kashinath Bagwade, the personal discipline guru

Editor's note: Narendra Modi has revealed his inspirations in a work he wrote after he became chief minister in 2001. The book, written in Gujarati, is called Jyotipunj. In this chapter from his book of short biographies, being translated for the first time, Narendra Modi profiles the man who offered him lessons in personal discipline, disaster management and administration.

The most ordinary man will have something extraordinary about him. Circumstance and opportunity sometimes have a part in this, and sometimes an individual takes hammer and chisel to himself and sculpts his character. India's youth were seething with nationalist sentiment before independence. Those generations had the opportunity to do something for their country, and they did.

In those times, in Maharashtra's Satara district is a little village called Wai. Here in an ordinary family was born Kashinath Bagwade. His heart burned with desire to do something for his nation, and he turned to the Rashtriya Swayamsevak Sangh.

With his brothers, he came to Nadiad's New Shorrock mill for a job. Here, he joined the Kheda agitation for independence. The seed the RSS had planted in him flowered in Gujarat. Kashinathji was a matriculate, but he was not limited by that. He was also untouched by things as his dislocation from a little village to a town like Nadiad, and by any thoughts of what he should do for himself. His family had expectations of his helping them out on the economic front, but his attention was elsewhere.

In 1945, he quit his job, and his home and decided to unite Hindu society against slavery. Kashinathji became a Pracharak. He began his work in Kheda and learnt Gujarati in a short time. His qualities, his simplicity and his hard work compensated for his lack of a degree. Very soon, he had control over the task at hand in Kheda as Pracharak.

For many years Gujarat, particularly Kutch, was considered to be a 'punishment posting'. But Kashinathji's success in Kheda ensured he was given charge of Kutch. Before independence, sometimes one had to reach Kutch by sea, but this was no problem for him. He soon understood the intricacies, special characteristics and granularities of Kutch.

Till today, the first generation of Kutch's Swayamsevaks don't tire of talking about Kashinathji's walking and cycling tours, and his ability to keep working without food. Today's generations will find such things fantastic, but they are true. The development of the RSS in Gujarat happened through two incidents.

In both of them, Kashinathji was involved. In the RSS, we are often taught that it's one hour for the Shakha and 23 hours for the nation and society. Something now happened for this to be demonstrated to society. In 1956, an earthquake hit Kutch's Anjar area. Pandit Nehru himself rushed to help. In that period, through Kashnathji's efforts, the Sangh had only just begun to become effective there organisationally. It wasn't capacious enough to manage the disaster. But the desire outstripped the capacity.

Kashinathji began to work for the rehabilitation of those affected. There was a vast gap to be bridged between those who needed assistance and those who could give it. For a large part of the Congress, this was a photo opportunity more than anything else. Kashinathji scrambled the Swayamsevaks into action. Armed with three or four days' food, some bedding and clothing and essentials, they reached Kutch. Without taking anything from society and without straining the affected area's resources, they helped those in need. Soon, even the government had to rely on Kashinathji and his team for real information of the situation.

Those politicians who came to be photographed, at first would scowl at the sight of khaki-shorts-wearing Swayamsevaks. But they also were dependent on them. In particular, those who were displaced from Sindh at Partition and ran into this second disaster were helped by the RSS.
After the war against China, Kashinathji was put in charge of Mehsana, near Ahmedabad. Under his supervision, the RSS developed there rapidly. Even today, in all of Gujarat, the RSS is most prominent in Mehsana and this is because of Kashinathji's efforts.

He was a slight figure physically, but never tired of taking his cycle and setting off on roads, whether paved or not. He was an incredible administrator, and this showed in the way he lived. Everything - information, prioritisation of tasks, arrangements - was always at hand with him. He was seriously disciplined. He was up and ready by 4 or 4:30 am. He sat with 50 postcards and began his day. Before dawn, he would try to deliver these to the villages, each with different instructions for different Karyakartas.

His writing was clear and precise, always, despite being so prolific. His manner of using words did not alter. This way, over 30 years, of writing lakhs of postcards would be in the running for a record today! The second incident I write of happened after the formation the Vishwa Hindu Parishad in 1964. The religious outlook of Gujaratis ensured that the VHP made rapid inroads here. The first national gathering of the VHP happened in Siddhpur. Guruji Golwalkar, the Shankaracharya and other saints and mahants assembled in Gujarat for the first time.

Thousand of these saints and lakhs of citizens participated at this incredible event. In 1971-72, Kashinathji was managing the gathering. It was no ordinary task - each saint is an institution. Each with different traditions, rules and regulations governing his life. To manage this, and to do it with respect and efficiently and on time, is not easy. On the other hand were lakhs of devotees, whose needs also had to be cared for. All of this Kashinathji did brilliantly, establishing new benchmarks.

More than four decades Kashinathji spent thus - with great discipline and hardship on RSS work and without care for his personal life. This resulted in a painful end. His health deteriorated, but he did not liked being asked about it. As his end came, he was pained not by his body so much as the thought that he could not do much for his nation any longer.
