Congress slams Modi’s for criticising AAP

New Delhi: Congress today took a dig at Narendra Modi's apparent criticism of Aam Aadmi Party leaders making appearances on TV channels, saying the BJP's prime ministerial nominee is concerned about losing publicity.

"Modi's dig at AAP on this count means he is troubled over the publicity being given to the new party which has affected his visibility on TV," party spokesman Raj Babbar told reporters here.

"People must decide -- will good happen by constantly being on TV screens or through constructive and development- oriented vision on ground," Modi had tweeted soon after his
rally in Panaji yesterday.

AAP will affect Cong’s fortunes in LS polls in Mumbai, says survey

New Delhi: The AAP, which made a stunning debut in the Delhi assembly polls, is likely to impact the Congress's fortunes the most in the upcoming Lok Sabha elections, a survey by ABP News-Nielsen in Delhi and Mumbai said Monday.

According to the snap poll, in Mumbai and Thane the Congress-Nationalist Congress Party combine is likely to get three seats in the 2014 general elections compared to eight seats in 2009.

The Bharatiya Janata Party (BJP) and Shiv Sena are predicted to get six seats compared to a single seat in 2009.

The Aam Aadmi Party (AAP) is likely to bag only one seat, a release said here Monday.

As per the ABP News-Nielsen snap poll, in Delhi the Arvind Kejriwal-led party is likely to wipe out the Congress and bag six seats.

The Congress might not get a single seat compared to its clean sweep of all seven seats in the 2009 polls.

However, BJP's Narendra Modi scored over Kejriwal as the most preferred prime ministerial candidate.

According to the snap poll, Kejriwal's appeal seems restricted to Delhi as Modi leads in Mumbai and the national capital region (NCR) with an overall 48 percent vote.

Kejriwal got 31 percent of the vote, while Congress vice president Rahul Gandhi stands third in the race for prime minister with an overall 16 percent vote.

The BJP is predicted to get two seats in NCR (Haryana -- Gurgaon and Faridabad) and is likely to hold its seats or gain, barring in Delhi.

The snap poll also said that within the NCR (Uttar Pradesh -- Ghaziabad and Gautam Buddha Nagar), the AAP and the BJP were likely to get one seat each in 2014.

The field work for the ABP News-Nielsen snap poll was done in 21 parliamentary constituencies in Delhi, NCR and Mumbai region between Jan 10-12 with 2,585 respondents, the release said.

Rahul’s car runs short of fuel in Kerala

Thiruvananthapuram: In a security lapse, the car in which Congress vice president Rahul Gandhi was travelling in ran short of fuel at Mankombu near Alappuzha today.

Gandhi was travelling with Kerala Home Minister Ramesh Chennithala in his official car.

The driver of the car saw the fuel level running low while passing through Mankumbu on Changabassery-Alappuzha road.

The vehicle then stopped at the next petrol pump for refuelling.

Gandhi was returning to the airport after participating in the 'Kerala Yatra' organized by the state unit of the Youth Congress.

Asked about the incident, a top police official denied the suggestion that it involved security lapse.

Gandhi had walked with the party workers in the yatra for a while at Noornad in Alappuzha district.

Cong top brass to decide on campaign theme ahead of AICC meet

New Delhi: Its eye on the upcoming Lok Sabha elections, Congress has convened a high-level meeting here on Wednesday to decide on a campaign theme ahead of the AICC meeting scheduled for 17 January.

Wednesday's meeting has been convened by senior leader AK Antony, who heads the party committee on alliances. Apart from the AICC general secretaries, members of the party's campaign and manifesto committees, too, have been invited to take part in the deliberations at a time when Congress has put its poll preparations on the fast track.

Party sources, meanwhile, said that immediately following the AICC meeting, Congress Vice-President Rahul Gandhi will hold state-wise consultations with party leaders on January 18 and 19.

A hectic schedule awaits Congress leaders as the meetings of Pradesh Election Committees are being convened on January 21 to decide the names of possible candidates.

Meetings of the Central Screening Committees for various states are expected to be held on January 27 to scrutinise the shortlisted candidates. The Central Election Committee is expected to convene between February 1 to 7.

Meanwhile, the party tonight constituted the Pradesh Election Committee for Bihar, headed by PCC Chief Ashok Chaudhary.

Congress General Secretary Shakeel Ahmed, CLP leader Sadanand Singh, AICC Secretary Shakeel Ahmed Khan, MP Asrarul Haq and former PCC chiefs Ram Jatan Sinha and Mehboob Kaiser have been included in the 30-member committee.

Kochi: Congress Vice President Rahul Gandhi today asked the young and women to join the party to play a big role.

Gandhi, who was returning after participating in 'Yuva Kerala Yatra' organised by the Youth congress at Noornad in Alapuzha district, told reporters at Nedumbassery airport that the party wanted more youngsters and women to play a big role.

"I invite all women and youngsters to work in the Congress," he said. He also stressed the need to encourage entrepreneurship in the state, which would help create more jobs.

Biennial election for 55 Rajya Sabha seats to be held on 7 Feb

New Delhi: 55 Rajya Sabha seats in 16 states are set to fall vacant in April for which biennial election will take place on 7 February.

According to the Election Commission, the term of 55 Rajya Sabha members is coming to an end between 2 and 12 April. While 7 seats are falling vacant in Maharashtra, six seats each are falling vacant in Tamil Nadu and Andhra Pradesh.

Five seats each are falling vacant in West Bengal and Bihar, four each in Odisha and Gujarat, three each in Madhya Pradesh, Rajasthan and Assam, two each in Haryana,
Chhattisgarh and Jharkhand and one each in Manipur, Meghalaya and Himachal Pradesh.

Notification for the biennial polls will be issued on January 21 and nominations can be filed till 28 January. Nomination papers will be scrutinised on January 29 and the
last date of withdrawal is 31 January.

Polling and counting of votes will take place on 7 February, the EC said, adding that the election process would be concluded by 10 February 10.

Right wing activist disrupts AAP press meet, calls Bhushan traitor

After a violent protest rally held outside the AAP office in Ghaziabad last week, a press conference being held by the Aam Aadmi party in Delhi was disrupted by a lone activist of a Hindu group who was protesting against party leader Prashant Bhushan's view on Kashmir.

The press conference was being held at the Indian Women's Press Corps in Delhi to announce the support of the Narmada Bachao Andolan for the Aam Aadmi Party. It was being addressed by Bhushan, and a representative of the Narmada Bachao Andolan.

However, while Bhushan was speaking, an individual identified as Vishnu Gupta began distributing pamphlets which were assumed to be related to the press conference.

He then began shouting slogans against Bhushan, for his alleged comments on holding a referendum in Kashmir to determine if the army should stay there. Gupta also shouted slogans against the AAP saying that they were traitors.

"They are agents of the CIA and spreading Maoism," he shouted.

Gupta was mobbed by the press and moved outside the venue where he continued to shout slogans. Bhushan was unaffected by the protester but the press conference wound up soon afterwards.

In the pamphlet, which is a letter to Delhi Chief Minister Arvind Kejriwal, the group alleged that Bhushan was behind ensuring that Hindu Raksha  Dal's Pinky Choudhary, held responsible for leading a violent rally to the AAP office, stayed in jail and didn't get bail.

"If your intentions are honest then you should withdraw the charges against Pinky Choudhary and the 12 others...We accept your request for a debate and we have only one condition that it should take place in the presence of the public and media, and you should answer all our questions," the letter stated.

The lone protester also distributed a list of 12 questions for the Delhi chief minister.

A group of around 30 to 40 persons had attacked the AAP office in Ghaziabad on 8 January in which property around the office was damaged. However, no one was injured in the incident.


Kumar Vishwas visits Dalit homes in Rahul’s constituency

Amethi: A day after criticising Rahul Gandhi for going to Dalit homes for photo-ops, Aam Aadmi Party leader Kumar Vishwas Monday visited the house of Dalit woman Sunita, who the Congress vice president had visited in 2008.

The poet-turned-politician, likely to be the AAP candidate in Amethi against Gandhi in the forthcoming Lok Sabha polls, said he just dropped by after being told by supporters that nothing had changed in the life of the Dalit woman.

The fact that the woman, in whose house Gandhi had dined, continued to live the same poverty-stricken life, was reflective of his allegation against the Amethi MP that he was not serious about removing poverty and was instead indulging in lip service, Vishwas said.

Stating that his commitment to change the face of Amethi has now become stronger, Vishwas said the time has come to change the way public representatives ruled over people.

He said Sunita informed him that while her life has not improved, she was now infamous as a "Congressi" (supporter of Congress).

The AAP leader took a dig at Rahul Gandhi, saying that one who has not seen poverty can never feel how poor people feel.

Vishwas said he failed to understand the claims of Congress leaders that Rs.55,000 crore has been spent on development of Amethi.

He said that in most villages in the constituency, no work had been done at all. Hundreds of villages were still without power, roads and no potable water.

"There are villages which have not seen the light of development and have been given only hollow assurances and false claims," he said.

The AAP leader promised to do his best and help the Dalit woman in at least getting a permanent roof over her head.

On Sunday, Vishwas held a rally where, in a reference to Congress president Sonia Gandhi and vice president Rahul Gandhi, he urged the people not to vote for "rajkumars" (princes) and "maharanis" (queens).

Rahul Gandhi can unify Congress across the country: Pilot

New Delhi: Soon after his appointment as Rajasthan Congress president, Sachin Pilot today pitched for the party going to polls under Rahul Gandhi's leadership, saying it will unify the party across the country.

"I believe he is someone who can lead the party's charge. It will unify the party across all parts of the nation," he said, adding one must wait for the outcome of AICC meet on January 17.

It is being speculated than an announcement to make Gandhi party's prime ministerial candidate may be made there.

Pilot, however, said one should not prejudge what the AICC session will do. "It's not a question of what Rahul Gandhi wants, I want or somebody else wants".

"We all bow down to the wishes of the party and whatever party decides will be final," he told reporters.

Pilot brushed aside BJP's barbs that Congress has lost the will to fight, claiming Congress will do "extremely well" in polls and victory will be a reality.

"I am of the opinion that whatever else happens, it is not going to be the way some people has projected that Congress will just roll over. We are there. Congress is fighting to win," he said.

Coming from a party, he said in a reference to BJP, which had two members in Lok Sabha, it's "a little naive" to write off a party which has a history of more than 100 years.

"I think power and winning elections is not the only thing one must judge a party by", he said.

Nitish Kumar claims he thought of Janta Darbar before AAP

Patna: Denying that the coming review meet on corruption a result of 'Aam Aadmi Party' effect, Bihar Chief Minister Nitish Kumar today said his government had been waging war against graft since the beginning.

Kumar will on 15 January review corruption cases across the state at a meeting, to be attended by Chief Secretary, Secretaries of all departments besides the District Magistrate and Superintendent of Police, to know steps taken against graft and status of pending cases.

"I do not wish to comment on others but my government has from the beginning launched a decisive battle against corruption and initiated a number of steps like confiscation of properties of the corrupt officials and declaration of properties – ranging from CM and ministers to officials right from Chief Secretary down to clerk," he said.

There had not been any AAP effect, the CM asserted. Kumar said the January 15 meeting is just part on an ongoing battle against corruption as part of which a number of officials have fallen in the net of vigilance and economic offence wings.

The CM, talking to media after emerging from 'Janata ke darbar mein Mukhya Mantri' programme, said as part of commitment to launch an offensive against corruption, the state set up a special vigilance unit and strengthened economic offence wing of the police. Giving details, he said the state ordered for time-bound trial of cases of corruption. According to latest figures, a total of 21 cases of property attachments of officials and those of supporters of Maoists have been done so far.

Kumar said that the state government does not "blindly" rely on the information provided by the officials annually about their income but verify if "something has been hidden". In such cases there has been provision of registering Disproportionate Asset (DA) case against defaulting officials and also their dismissal from the service on the charge of "misconduct", the CM said.

He said zero tolerance towards corruption was one of the important pledges he had made to the voters in 2010 Assembly elections along with increasing electricity availability.

Raipur: Chhattisgarh Chief Minister Raman Singh on Monday slammed AAP leader Prashant Bhushan for his remarks on a referendum on deployment of forces in Maoist-hit areas and said he should ask naxals to stop violence instead of making such statements.

"Prashant Bhushan should ask Maoists to give up bullets and adopt the ballot," Singh told reporters in Raipur.

"If they (Maoist) have faith in the people, than why they don't take part in the electoral process and reach the Parliament," Singh said.

He also advised Bhushan to ask Maoists to join the electoral process and reminded him that bullets do not yield any results in a democracy.

"He (Bhushan) should ask Maoists to participate in the electoral process. He is a very big lawyer and an intellectual. Nothing can be achieved with bullets in a democracy," he said.

Shinde shielded Dawood-linked trader in IPL case, says former home secy

Former Union Home Secretary, and now BJP activist, RK Singh on Monday alleged that Home Minister Sushilkumar Shinde had shielded a businessman close to India's most wanted gangster Dawood Ibrahim in connection with the IPL match fixing case.

"Shinde prevented Delhi Police from interrogating a businessman in the IPL match fixing case. Agencies suspect this businessman has links with underworld don Dawood," he told CNN-IBN in an exclusive interview.

"There is no assurance from FBI on Dawood. I was present at that conference with Shinde, he is lying," Singh said.

His remarks come a few days after Shinde had said that the government along with US intelligence agency FBI was working towards bringing India's most wanted fugitive Dawood Ibrahim, who he said was currently in Pakistan, to India.

Singh further alleged that the former Maharshtra CM regularly interfered in Delhi Police's functioning and even decided who would head each police station in the national capital.

"The staff at Shinde's residence would regularly send chits with names of people who should be posted as SHOs and I heard this was done in lieu of money," Singh claimed.

Singh had earlier given an interview in which he had claimed there were quarrels between him and the Home Minister, a claim that Shinde didn't deny but said his criticism of the bureaucrat had been warranted.

Shinde had on Friday slammed Singh saying, "One needs to run administration very well and if anybody fails to do his duty, I am bound to take action against him in the capacity as Home Minister."

"I have to scold police and secretary and anybody who fails to do his duty," Shinde had said with the security breach in which Jat protesters had barged into his residence last year apparently in the back of his mind.


In Kerala, Rahul joins youth campaign, praises health care system

Thiruvananthapuram: Giving a boost to his party ahead of Lok Sabha elections, Congress Vice-president Rahul Gandhi today took part in 'Yuva Kerala Yatra' organised by the Youth Congress.

Gandhi spent about 10 minutes in the padayatra at Noornad in Alappuzha district and was cheered by party workers who thronged in large numbers.

He waved at those who converged on the sides of roads by standing on a vehicle.

The "Yuva Kerala Yatra" campaign was led by State Youth Congress President Dean Kuriakose, highlighting the themes of secularism and non-violent society.

The yatra was inaugurated by KPCC president and state Home Minister Ramesh Chennithala last month at Kasargod in north Kerala.

Earlier, Gandhi who arrived at Kochi International Airport on his way to join the Yatra dropped in at a Primary Health Centre located between Kochi and Alappuzha.

He joined the oral polio vaccine campaign at the hospital at Thuravoor near Alappuzha and interacted with doctors, paramedics and local people who thronged to meet him.

Gandhi spent about half-an-hour there.

When he arrived, administration of polio drops was in progress and he immediately joined the campaign by giving polio drops to a baby.

The Congress leader also lavished praise on the universal public health care system in Kerala, terming it as "one of the best in the country."

"Your health care system is reputed in India and outside. What is the secret behind it?," he was heard asking hospital authorities.

Gandhi also praised the services rendered by nurses from the state not only in different parts of India but also in many foreign countries.

He was received at Nedumbassery airport near Kochi by Union Minister Vayalar Ravi, State Home Minister Ramesh Chennithala and other party leaders.

The Kumar Vishwas challenge: Rahul Gandhi is answerable too

Kumar Vishwas is among the least likeable of the AAP leaders. He is loud, he is reckless while expressing opinions and in public interaction he certainly does not exude the sense of quiet dignity senior party leaders such as Yogendra Yadav do. Among a bunch of passion-driven, no-nonsense people he, given to unrestrained exuberance, appears a misfit. However, let's ignore the personality flaws. He has taken on the task of challenging Rahul Gandhi on the latter's home turf, Amethi, and Vishwas deserves to be applauded for that.

There's a big possibility that he would lose – that is if AAP makes him the official candidate in Amethi - in a David vs Goliath contest. Surely, Rahul is no pushover in his pocket borough and Vishwas, the outsider, is an untested quantity, but that should not matter. If he raises probing questions on the performance of the former as the local representative and makes people in the constituency think along the same line before they cast their votes, that should be good enough.

Of course, if he wrests the seat from Rahul or causes his defeat by splitting the support base of the Congress, it would be the icing on the cake for him. We are not going that far yet. And yes, we are not buying without evidence and only from the rhetoric of a potential political rival that the sitting MP is a non-performer. The point here is to highlight the need for a public discussion on the performance of political representatives at all levels. If AAP ensures that across the country, that will be its biggest contribution to the 'gone-astray' democracy.

"How many times have you raised issues pertaining to Amethi in Parliament? Where are good the roads in your constituency?" Vishwas raised the questions about Rahul during his rally in Amethi on Sunday. Valid questions indeed and there could be many more, not only for Rahul but for all MPs and MLAs. "What did you do with your MPLAD funds? How many villages in your constituency are without water and electricity supply and what have you done about it?" The questions can go on. It is time we demanded answers from our leaders.

Our representative democracy is steeped in the inter-related cultures of complacency and low expectation, the first one has to do with leaders and the second with the electorate. Low expectation from the voters results in low delivery from the former. Politicians enjoy the arrangement and want to perpetuate it. Even when parties are voted out and new ones take over, the arrangement continues, with only superficial changes if at all there is change. Parties try to ensure that expectation from the electorate remains at the minimal level so that the demand for accountability remains low.

The AAP, which is more of a protestant movement against whatever is wrong with the moral-ethical aspects of the polity than a conventional political outfit aiming for power, has the potential to bring the culture of questions from below into the polity. It has made people relevant in politics again, there's no reason why it cannot enable them to be confident enough to seek answers from the leaders. There are signs that parties and leaders are already worried at the prospect. The BJP, which was on a roll with Narendra Modi in the lead not a month ago, is rethinking its game plan for 2014, so is the Congress, which is planning big ticket organizational changes keeping the AAP impact in mind.

The air of irreverence about Vishwas actually helps matters. Language and gestures of his kind bring down the level of awe with which people view their leaders. He should challenge Rahul in Amethi, as should someone else challenge Modi in his constituency. Questions from below are good for the democracy. They have been absent in the political discourse for long. Now there should be no holding back.

Congress goes soft on Arvind Kejriwal’s failed durbar

While the BJP and its supporters, notably Kiran Bedi, launched an all-out offensive against Delhi Chief Minister Arvind Kejriwal's first Janta Durbar, there were surprisingly no headline grabbing statements from the Congress party criticising the fiasco.

AICC general secretary Shakeel Ahmad, whose tweet on BJP's PM candidate Narendra Modi getting nervous about Aam Aadmi Party this morning has the BJP fuming, preferred to respond to Kejriwal's weekend misadventure with an Urdu couplet. "Complaints regarding 1st Janta Darbar of AAP govt remind me of an Urdu Couplet. Ibtadaye Ishq Hai Rota Hai Keya-Aage-Aage Dekhiye Hota Hai Keya. (It's beginning of love,why do you cry, wait and see what happens)," tweeted Ahmad on Saturday, summing up the Congress party's response.

However, the chaos that the janta durbar descended into seems to have had a sobering effect on Kejriwal's unorthodox style of politics, with his announcement today not to have such durbars anymore.

Reacting to Kejriwal's decision to rethink his durbar-style governance, the Delhi Congress President Arvinder Singh Lovely said, "We are nobody to comment on how they should function. Our only concern is that they should redress the grievances of the people, they should work for actual delivery rather than resort to gimmicks."

Asked what the Congress's take on Kejriwal's durbar was, Lovely said, "Rather than creating news and holding press conferences every day, they should concentrate on governance. It will be good if they take a practical approach to redressing grievances. Why do you want to call people to one place, why not call such meetings in each of the 70 constituencies. If AAP has 28 MLAs, each of those MLAs has a responsibility, not just the CM. Ours is not a presidential form of government."

In contrast to the outright rejection by the BJP on having such janta durbars, Kejriwal seems to have found support in the exercise from at least one Delhi Congress MLA.

Asked whether the janata durbar was a good idea that was badly implemented, the MLA said, "It is good idea, no doubt. It should have been organised better. They should have slotted a day each for department-wise complaints. You see, everyone has problems, it was only to be expected there would be massive crowds. Rajas used to call durbars in the past. From an aam admi, Kejriwal has become a raja."

Reacting to Kejriwal's announcement to scrap janata durbars just as quickly as he had decided to have them, the MLA said, "He is in a hurry. He shouldn't be in such a hurry. He should think hard and long before taking take decision. It is not as if we are threatening to topple the government."

Taking a dig at the BJP's incessant attacks against the AAP government and strong criticism of Kejriwal's durbar experiment, the MLA said, "If with 32 seats they are having to sit in Opposition and the party with 28 seats is sitting in government, it is obvious that they will be frustrated.  We should give AAP time to prove themselves before we start criticising them."


No FDI in multi-brand retailing in Delhi, AAP govt tells Centre

New Delhi: Reversing the earlier policy, the Aam Aadmi Party-led Delhi government has written to the Centre that it will not allow multi-national companies to set up multi-brand retail stores in the state.

In a letter to the Department of Industrial Policy and Promotion (DIPP), the newly-formed state government has asked the Centre to remove Delhi from the list of states which have conveyed their agreement to the policy of FDI in multi-brand retail trading.

"The DIPP has received the letter in this regard from the Delhi government and is looking into it," an official said.

Former state Chief Minister Sheila Dikshit had agreed to implement the policy in the national capital.

Last year, the central government permitted 51 per cent FDI in the multi-brand retail trading and left its implementation on the states.

Rajasthan, which is now being led by the Bharatiya Janata Party, is also expected to take a view on the policy on which the earlier government had given its consent.

"The DIPP is keeping its fingers crossed with regard to Rajasthan as the BJP had been opposing the policy strongly," the official added.

As many as 12 states, mostly Congress-led, including Delhi had agreed to allow global retailers to open super market chains. The other states include Maharashtra, Karnataka and Andhra Pradesh.

Delhi has become the first state to withdraw permission for FDI in retail sector.

The Aam Aadmi Party (AAP) in the party manifesto had expressed its opposition to the policy of FDI in multi-brand retail.

"The Walmart experience shows that farmers in the US were not benefited, but deprived besides being a very bad employer," Arvind Kejriwal, party's founder and now Delhi Chief Minister, had said earlier.

On the national level, the FDI in multi-brand retail had not evoked the expected response from the global retailers.

Till now only one proposal of UK-based Tesco has been cleared by the central government.

Bhushan made no reference to referendum on forces: Yogendra Yadav

Chandigarh: AAP leader Prashant Bhushan had made no reference to referendum on security forces in Naxal-hit areas, the party's leader Yogendra Yadav said.

"He (Bhushan) made no reference to referendum on security forces," the Aam Aadmi Party leader said when asked about BJP's criticism of Bhushan for reportedly saying that there should be a referendum for deployment of security forces against Maoists in the affected areas.

Calling it a "completely mistaken report," Yadav said Bhushan had merely replied to a question on situation in Chhattisgarh and had made no mention of referendum.

"This is a completely mistaken report. Prashant was asked by a reporter about the situation in Chhattisgarh, to which he said that because land of tribals was being taken without their consent, this is what is creating the extremist situation in those areas," he said.

Asking media to report "what we say and not what they wish us to say," he said, "I am astonished how these things get completely distorted.

"He (Bhushan) made no reference to referendum on security forces, this was neither the question nor the answer," Yadav said.

After stoking controversy with his remarks on Kashmir, Bhushan had yesterday drawn flak from BJP for his comments on Naxal-hit areas.

Bhushan, whose demand for a referendum on deployment of security forces in Kashmir had raised hackles with his party AAP also distancing itself from it, had on Saturday reportedly called for a vote on the issue of deploying central paramilitary forces in Naxal-infested areas.

When asked about BJP's Prime Ministerial candidate Narendra Modi's comments on AAP, Yadav said he was happy that the Gujarat Chief Minister was getting the time to pay attention to their outfit.

"But we have not been able to get time (to react to what he said) as our attention is on one thing, which is how to end corruption in this country and empower common people. We are focused on this," he said.

New Delhi: Priyanka Gandhi Vadra will campaign only in Raebareli and Amethi, Congress said today putting at rest speculation about her larger role in electioneering across the country for the Lok Sabha polls.

Party sources, however, said that she will coordinate the country-wide tour programmes of Congress President Sonia Gandhi and Vice President Rahul Gandhi.

"She will campaign only in Raebareli and Amethi," AICC General Secretary and Chairman of Communication Department Ajay Maken said replying to queries.

Priyanka's meeting with top Congress leaders earlier this week at the residence of her brother Rahul had created a flutter in political circles, triggering speculation whether
she is in for a major role ahead of the Lok Sabha polls.

Sonia Gandhi's political secretary Ahmed Patel, Union Minister Jairam Ramesh, AICC general secretaries Madhusudan Mistri, Janardan Dwivedi, Ajay Maken and party ideologue Mohan Gopal were present in the meeting.

There was speculation on whether Priyanka will assume an active political role to perk up Congress performance in the elections, particularly in the context of the recent drubbing it received in the Assembly polls.

Congress had since then, however, downplayed the issue of Priyanka's presence at the meeting, saying she has been active in Congress politics and questioned the surprise in political circles over her interaction with senior leaders.

There has also been talk in recent months on whether Priyanka, who has so far confined her politics to campaigning for her mother in Raebareli, would take a plunge into politics full time.

At the AICC briefing, party spokesperson Raj Babbar said, "The matter ends if the Chairman of the Communication Department has given a statement. The Chairman has told you about the decison of the party. There is no need to say anything further on it."

He was replying to a query on Maken's statement regarding Priyanka not campaigning beyond Raebareli and Amethi.

Priyanka, 42, has had a role in nurturing Raebareli and visits Amethi for campaigning for her brother during elections.

"We should let Priyanka Gandhi decide it. So far, she has been taking interest only in the two constituencies. She has always been very categorical that she will restrict her role to the two constituencies.

"She has on date decided that she wants to restrict herself in guiding election campaign in Amethi and Raebareli like the previous two-three parliamentary elections," a party
leader speaking on the condition of anonymity had earlier said when asked about the possibility of Priyanka's political role going beyond the two constituencies this time.

EC may opt for six-phase polls, announcement likely by Feb-end

There may be an additional phase of polling, as compared to five in the 2009 Lok Sabha elections, depending on the security scenario particularly in the Maoists-affected states, Election Commissioner Harishankar Brahma said today. The senior official also said

"In 2009 we had a five-phase election. We may do a six phase this time but we are yet to firm that up. This will happen only after meeting officials of the Ministry of Home Affairs, the officials of the respective states, our colleagues in those states to have a proper understanding of the ground situation," Brahma told CNN-IBN in New Delhi.

Saying that preparations for the Lok Sabha elections to be held this year have already started, he said, "We have began preliminary preparations and they are all going on in full swing. We will announce the election dates at the end of February like we did in 2009."

The poll official also expressed his reservations on the opinion polls.

"The Election Commission believes that like the like the exit polls, the opinion polls should also be banned. There was a cabinet meeting on it and we are yet to be informed about the decision," the poll official said.

He was also not in favour of state funding of elections.

"There were some proposals earlier, we are not approving it. We have decided against it," he said.

When asked the Election Commissioner completely disapproved of the personal attacks that takes place at the time of electioneering.

"Certain comments that are not palatable whether there is election or not. Let us not indulge in it. We should limit ourselves to gentlemanly behaviour and should not go beyond that," Brahma said.

On NOTA, the Election Commissioner said, "NOTA is making a huge difference. Even the rural voters are familiar with it and it will have a tremendous impact."

However, he said India needs time to familiarise itself with the process first before right to recall before it is implemented.

"India is not prepared for right to recall at present. It's okay at gram panchayat and municipal level elections. We cannot use it for an all-India election. How do we implement it? It's too early for right to recall. We don't have systems in place," Brahma said.


Cong has lost will to effectively fight LS polls: Arun Jaitley

New Delhi: The Congress party has lost the will to effectively fight the 2014 Lok Sabha polls and is pushing itself out of the contest, senior BJP leader Arun Jaitley said Monday.

"The Congress has lost the will to effectively fight the 2014 elections. It is squeezing itself out of the contest. Further, with the result of the elections to the state assemblies declared, the UPA (United Progressive Alliance) government has evolved from being a lame duck to a dead duck," the senior BJP leader wrote on his blog.

The leader also pointed out that except for routine functioning of the government such as meetings, file clearance or approval of routine items at the weekly meetings of the union cabinet, the government has been completely paralysed.

"Even the arrogant responses and the exaggerated tweets of some of the ministers have disappeared. The blame game has started. Some union ministers privately refer to the non-political approach of the Prime Minister's Office and the others maintain a position of 'the boy (Congress vice president Rahul Gandhi) doesn't listen to anybody'," Jaitley said.

"Why is it that the Congressmen find themselves so demoralised today? Is it because they have been in power for too long and cannot survive without being in office," Jaitley asked, adding, tongue-in-cheek, that the Congress leadership is now planning life after May 2014.

BJP was voted to power in MP because of Chouhan, says Salman Khan

Indore: Bollywood star Salman Khan today praised Madhya Pradesh Chief Minister Shivraj Singh Chouhan saying it was only for his good work that BJP was voted to power for the third consecutive term.

"I am with every person who is doing good work in the country. Like for example Madhya Pradesh Chief Minister who is doing a good job. People have voted his party for the third time. He is a very good and worthy person," Salman told reporters here.

When asked about his recent visit to Uttar Pradesh which generated a lot of controversy, he said, "I have answered this question earlier also. Just as we have come here today for the promotion of the film, we went to Uttar Pradesh. After that I will also go to Gujarat."

He said he considers every city in the country and also those outside India the same as our fans stay there. "We keep visiting a number of places every now and then as part of our profession," he said.

The actor also met 70-year-old Rukmani Bai, who claimed to have been posted as a Staff Nurse in the Kalyanmal Nursing Home in Indore, where Salman was born on December 27, 1965.

She claimed to have looked after him for nearly ten days at the time of his birth.

Kejriwal is Amitabh Bachchan to Modi’s Rajesh Khanna

The result of the Modi vs Arvind Kejriwal contest would be known only after four months. But politics is not only about electoral victories. There are several other measures of a leader's popularity and a party's performance before votes are cast. Who has captured the popular imagination? Who is setting the agenda of public debates? Who is dominating media headlines? Whose supporters are increasing? Who is gaining the respect of opponents and rivals, even if grudgingly? And, finally, who is making the other jittery?

Measured on these parameters, Kejriwal is ahead of Modi. Within a fortnight of becoming the Delhi chief minister, Kejriwal has become Modi's rival, the alternate symbol of hope and change, media's darling, an inspiration for the BJP and a headache for the saffron parivar.

Here is how and why:

BJP imitating AAP: From Delhi to Goa, from Bhopal to Jaipur, every BJP chief minister is today talking like a Kejriwal clone. Modi is no longer their role model. Had there been an award for the biggest Kejriwal fan, Vasundhara Raje would have won it easily. Such has been the impact of Kejriwal's philosophy on Raje that she has turned her government into a replica of AAP's Delhi.

Raje's entourage stops at red lights, has fewer vehicles and lesser security. She travels by her own vehicle—something less humble than a WagonR—and intends to use the state government aircraft only in an emergency. Raje holds janata darbars—not on the road but at her residence --- and expects her ministers to do the same at the party headquarter.

In addition, Raje has decided not to shift to the CM's official residence across the road. But her love for 13, Civil Lines — her current government bungalow in Jaipur's poshest area --- is suspected to be the result of her superstitious belief in numerology, not AAP-inspired public morality.

In MP, Shivraj Singh reversed within 48 hours his earlier decision to allow sale of IMFL through desi-liquor shops. This followed his neighbor Raman Singh's extraordinary haste in launching a 4-digit corruption helpline a few days after Kejriwal aired the idea and Manohar Parikar's suggestion for learning from the AAP and removing all 'bad eggs." And on Friday, the Delhi BJP breached the final identity barrier when its cadres wear an AAP-style topi at a party function.

BJP supporters will protest their leaders are inspired by their own thoughts and conscience. But the timing and tone are clear signals the BJP leaders want to surreptitiously implement the AAP ideas and follow some of its ideals. In contrast, is anybody in the AAP talking of aping the BJP? Kejriwal Bachchan, Modi Khanna: Kejriwal's has done to Modi what Amitabh Bachchan did to Rajesh Khanna.

Only a few weeks ago, Modi was everywhere. His speeches were being telecast live, his jokes were making newspaper headlines, his every word was being dissected from a million angles and a billion meanings were being attributed to his every gesture. But, Kejriwal has replaced him as the superstar of the small screen and the media. Disgusted Modi fans are blaming the media for ditching their hero and turning Kejriwal into a media behemoth.

Fact is, Modi has nothing new to say now. He has become repetitive, predictable and boring. All his gestures and words have been analyzed and telecast so much that even Modibhakts switch to a Kejriwal presser everytime Modi speaks. Once in a while when he does come up with a fresh idea, like his recent support to Ramdev's proposal for tax reforms, Modi sounds unconvincing and gets ripped apart by experts.

Kejriwal, on the other hand, is keeping the debate hot with his clever strategy of throwing up new ideas regularly. People may or may vote for Kejriwal, but they are definitely more interested in him than in Modi, a trend the media is reflecting. Modibhakts confused, AAP enthused: Long queues outside the AAP offices and the response to its membership drive indicate the number of Kejriwal supporters is growing. Everywhere people are eager to join the AAP movement. Survey results and media reports, on the other hand, suggest that support for the BJP and the Congress is decreasing.

Don't blame Kejriwal for the decline in the BJP's popularity. Some of the unfaithful Modibhakts were meant to run away from his camp. Seeds of disintegration were inbuilt. The Modi Parivar was an opportunistic alliance between people with different opinions, ideologies and expectations. The core BJP supporter dreamt of a lauh purush with pre-defined views on Kashmir, Pakistan, China and 'sickularism.' For the neophyte in the Modi camp, bijli, paani, employment, development and corruption were the main electoral issues; the rest just meaningless slogans.

For a long time the twain coexisted, making the BJP believe that its supporters were a happy, homogenous unit. But now that the AAP has emerged as an alternative with a clearly-defined stand on many of these issues, some of the new recruits have started leaving Modi's dugout.
Is the BJP, in contrast, attracting AAP renegades?

Sangh jittery, lunatic fringe edgy: For most part of 2013, Modi seemed firmly in control of the BJP and its 2014 campaign. His rivals had shut up, the Sangh had taken its hands off the remote control and the lunatic fringe was behaving. But the AAP's rise is threatening to disrupt the sang froid in the saffron parivar.

On Friday, reports indicated that the RSS was worried about the AAP's rise across India and had warned the BJP against underestimating the new threat. The Sangh's worry can't be dismissed as its cadres are spread across the BJP bastions and have their ears to the ground. Modi will soon have to pacify Nagpur and calm their nerves to retain his independence.

The lunatic fringe is also getting restive. The recent attack on the AAP office in Ghaziabad, the eagerness to turn Kashmir into an electoral issue and the 'let's slap them' lingo adopted by BJP symapthisers like the Shiv Sena, reveal the Hindutva core is getting frustrated and is itching trying to take matters in its hands.

All this shows that Yogendra Yadav is right. For the past few weeks, Yadav has been lamenting the timing of Lok Sabha elections. His constant refrain has been the wish for some more time. Had the elections been held in 2015, the result could have favoured the AAP.
Modi may still go on to win 2014. But that's just because he has time by his side.


Narendra Modi takes on AAP, media and Shinde in Goa blitz

Narendra Modi has long associated Delhi with all the negative facets of the Congress led UPA regime. With the Aam Aadmi Party's success in the national capital and the buzz around its electoral potential on a national scale, the BJP prime ministerial candidate referred to `Delhi' in a different perspective – to question media obsession, (television news in particular) towards the new party and talking about how it was blind to the good work being done by the BJP chief ministers elsewhere, particularly in Goa, where he said chief minister Manohar Parikar stood taller than the much talked about Arvind Kejriwal.

Modi's massive public rally in Goa, is more significant than being a simple voter mobilisation in the scenic coastal state. Goa after all sends only two MPs to the Lok Sabha. It was instead, important for the national perspective of the party. Given that the state receives visitors from all parts of the country and also various parts of the world, Modi wants to portray Goa, along with Gujarat, as a model BJP ruled state and also project Goa chief minister Manohar Parrikar, an IIT Bombay alumnus, in direct opposition to Kejriwal, for his honesty, integrity, simplicity, firm and people friendly approach.

Modi said "Goa should act as messenger to the country". Though he didn't name the Aam Aadmi Party or Kejriwal, his reference to it was loud and clear.

The BJP's Prime Ministerial candidate knows that he has already taken the campaign against the Congress to a certain level and has been successful in both creating and encashing on the rising exasperation against 10 years of Congress rule at the centre. Modi only had to keep going strong vis-à-vis the Grand Old Party but he realises that he can no longer afford to ignore the new kid on the block which has been gaining lot of traction in some of his social constituents. "Those acting as a shield of the Congress are equally guilty", he said.

By talking about Parrikar's credentials, and then his own, Modi tried to convince the people not to vote for "television faces" which were neither tried nor tested. "Imagine what would happened had Manohar Parrikar had been in Delhi. The country would have known about his good work but what can we do, he is in Goa and media can't see anything beyond Delhi. I have been working so hard, serving the people of Gujarat for the last 12 years but I have always been portrayed as vanquished in TV and newspapers. I could never make a place for good. Leading the country needs a big vision and implementation of the right policies. The country could advance only if it is led by leaders who have a tried and tested track record and experience. TV faces can't do that well."

The Aam Aadmi Party has begun expanding nationally with an aggressive membership drive. Kumar Vishwas created a buzz on Sunday by his visit to Congress president Rahul Gandhi's bastion of Amethi, while Yogendra Yadav made a foray into Haryana.

If Modi chose his public rally to attack Aam Aadmi credentials, other party leaders are taking different other routes to question the young party's capabilities. His trusted party colleague, Leader of Opposition in the Rajya Sabha Arun has made a strong and direct pitch against AAP. "The AAP government has so far confused substantive governance with style of governance. It may be entitled to its unconventional style of governance. The unconventional style is not a substitute for substantive governance. Publicity without any substantive governance is simply gimmickry. Responsible governance has a long lasting impact. Gimmickry is always short lived", he said.

Kejriwal's experiments to hold a Janata Darbar on the streets of Delhi and subsequent chaotic scenes have raised questions about their ideas of governance.

Though Modi for a change did not directly target Rahul Gandhi, he went after Jayanti Natrajan, a Gandhi-Nehru family loyalist, who was the environment and forest ministry. "We had heard of Income Tax, Sales Tax but in Delhi a new kind tax, Jayanti (Natrajan) tax was being levied. A file in the environment ministry would not move without payment of the Jayanti tax." He then went on to say how the UPA government disallowed a decision to lease mining rights in Gujarat through auction.

Former Environment and forest minister Jayanti Natrajan's resignation had officially been publicised as her desire to work for the party than as a removal from the government on charges of money making for clearing or keeping files on hold in perpetuity.

The BJP leader is also making home minister Sushilkumar Shinde's directive to states to review terrorism related cases against arrested Muslim youth under various criminal offences, as a big electoral issue, which can have socially polarising effects.

Though Modi was cautious enough to also clarify that criminals have no religion and law does not discriminate between accused on basis of their religion, he did make it political by accusing Congress of vote bank politics. "See the audacity of the home minister. He writes to us in the states to ensure that Muslims are not arrested for involvement in criminal acts. The state functions on one philosophy - punishment of the guilty and justice to the innocent. Moreover law and order is a state subject. How can the home minister dictate to states?"

Goa has been lucky for Modi. First in 2002 it was the venue where his chief ministerial position was saved, and then in June 2013 when he was officially made the face of the party's 2014 campaign.

Now after this sudden AAP challenge Modi will hope that Goa yet again proves lucky for him.

Panaji: Accusing Congress of playing vote bank politics, BJP Prime Ministerial candidate Narendra Modi on Sunday attacked Home Minister Sushil Kumar Shinde over his proposal to state governments to review terror cases against members of the minority community.

"Just look at their brazenness, they are playing communal politics. The Home Minister has written a letter to state governments that if you arrest a law breaker, see that Muslims are not arrested. Why is it so? Does a law breaker have any religion," he said while addressing a rally here.

"Will religion decide the fate of a law breaker whether he should be arrested or released? There should be no discrimination on basis of religion. One should not be punished for belonging to a particular religion but this should be for all people. There should be no vote bank politics," Modi said.

He said when the Prime Minister is asked about such letters, "he expresses surprise over them and says he will look into the matter. This is how he reacts and responds." The BJP has hit out at Shinde for the way he is taking up the issue of criminal law where only public prosecutor and judge can take a final call on withdrawing cases and said the Home Minister is "ill-advised" on the matter as he has no right to withdraw such cases.

The BJP Prime Ministerial candidate made a veiled reference to the removal of Jayanti Natarjan from Environment Ministry, saying for the first time he had heard of "Jayanti tax" apparently referring to swirling allegations during her tenure.

"There was a storm over the Environment Ministry and all files were blocked. No file was moving without money. We had heard ofincome, sales and excise taxes but for the first time, we heard about a Jayanti tax in Delhi without which nothing was moving.

"Till the time that was not paid, files could not be moved in the Environment Ministry. I have never experienced it myself as I never need it but we are shocked on this. What kind of systems have they developed," he said.
