Former CM Kejriwal may continue to stay in official residence

New Delhi: Arvind Kejriwal, who resigned as the Chief Minister on Friday, may continue to stay in the official accomodation alloted to him for the next three months.

As per law, he can stay in the house for 15 days. After that, he may also stay in that house for six more months by paying market rent as prescribed by the government.

Sources said Kejriwal's daughter is appearing for her exam and shifting immediately may hamper her studies.

Kejriwal, who shifted from a house in Kaushambi, Ghaziabad, to the Tilak Lane residence on Tilak Road less than a month ago, stays with his wife, two kids and parents.

The Directorate of Estates had allotted him a ground floor house C-II/23, at Tilak Lane, a type VI house with three bedrooms, drawing, dining, two servant quarters and a common garage near the Patiala House court spread across about 1,600 square feet area with a lawn and community park nearby.

The family was earlier staying at Kaushambi in Ghaziabad in Uttar Pradesh in the government accomodation alloted to his wife.

His wife Sunita, who is a senior IRS officer, is expecting a promotion soon and entitled to a government accomodation of a similar category in which he is currently residing. She may also apply for the same house after her promotion, sources said.

‘Smartphone-type’ education system needed: Rahul tells students

Bangalore: "We need a smartphone type of education system – open and connected," Rahul Gandhi said on Saturday pitching for sweeping reforms in education sector as he spoke to students through a webcast from Bangalore University.

"The revolution that opened up the communication sector, took power out of the hands of 500 MPs and put it into the hands of people. This revolution decentralized the phone. We need to do the same for the education sector.

"We need a smartphone type of education system – open and connected," Gandhi said as students from Bangalore and other places shared their ideas on education in the Silicon Valley of India.

Party sources this is an isolated interaction and the exercise would be carried out in other cities as well.

Waving an old black telephone to the audience, Gandhi also illustrated how the telecom revolution led by late Rajiv Gandhi and Sam Pitroda opened up the system and brought the world at our finger tips.

"We have to transform the education system by making it open and connected and centred around the students," he said sharing his vision on education and nation-building at the campus and thousands others connected virtually from different locations across the country through video conferencing.

He added India's education system was more certification-oriented rather than knowledge-oriented.

"The education system should develop your dream. We need to create an ecosystem that is student-centric and an ecosystem where the teachers are supported through extensive training," he said, according to a Congress release.

Talking about the importance of education he said it was the single most important system to change because it changes the mind.

Gandhi also used the occassion to make a pitch for transforming the political system saying he wanted to see young faces, especially women, in assemblies and the Lok Sabha, noting "only then can our politics change."

Rahul stopped his convoy and got down from his car to meet Dushyant, a class four student who was waving a NSUI flag at the Congress Vice President as he was leaving Central College ground after an interaction with select students.

Speaking to reporters after his brief talk with Rahul, Dushyant said "....I had come to see Rahul Gandhi; ....he asked me how are you? I replied I'm fine, how are you?"

"Then I told him- you will become Prime Minister; ....he replied to me- you will also become Prime Minister," Dushyant added.

Visibly overjoyed, Dushayant's father said ".....I have been waiting with my son for three hours to catch a glimpse of Rahul, I was not let inside....Rahul who saw my son himself called us; ....I have blessed him that he will become Prime Minister."

Speaking to reporters after interacting with Rahul Gandhi, Mithun, a student from Christ University said "....the interaction was about education, skills, employment..... He (Rahul) had kept the interaction very general, rather wanted to know more from us. His major emphasis was on women empowerment."

Stating that there was clarity in his (Rahul) thoughts, another student said "there was no specificity, it was general discussion."

"Rahul spoke about basics like education in India, how to improve it.....; most of the topics were given by students as he wanted us to talk....," said a group of students from Mount Carmel College.

Pointing out that students spoke to Rahul on topics like granting more money for R&D and quota issues, they said "....he wanted students to be part of the political system and bring about a change in it."

Live: Cabinet recommends President’s rule in Delhi

7: 55 pm: Impose President's rule in Delhi, says Cabinet

The Union Cabinet, which met late this evening at Prime Minister Manmohan Singh's residence, has recommended that President's rule be imposed in Delhi and that the Assembly be kept under suspended animation.

The recommendation has now been sent to President Pranab Mukherjee.

4:00 pm: Delhi Lieutenant Governor recommends president's rule

The Lieutenant Governor has reportedly recommended that president's rule be imposed in the state and has asked that the Assembly be placed in suspended animation, reports CNN-IBN. 

This would mean that the BJP may still be offered the chance to form the government but it is unlikely to happen and it now remains to be seen when the next state elections will be held. Will they be held early as the AAP is hoping or after the general elections, which both the Congress and BJP may be wanting.

2:20 pm: Will continue to work under Kejriwal's leadership, candidates' names soon, says AAP

Yogendra Yadav said that as far as the party knew the resignations had been accepted by the Lieutenant Governor.

He said that the party would announce the names of its candidtes for the Lok Sabha elections after a political affairs committee meet tomorrow.

The senior leader also said that the party would continue to function under the leadership of Kejriwal irrespective of whether he contested state elections or the national polls.

Yogendra Yadav said that the Arvind Kejriwal government had given up power on the basis of a principle, which was unique to India.

"It was impossible to even introduce the Jan Lokpal Bill and the party has complimented Arvind Kejriwal for taking the clear decision to resign," Yadav said.

He said it was clear that there were 40 MLAs united in the Delhi Assembly and the Congress, BJP should come together to form the next government.

"Arvind Kejriwal will launch the national campaign of the party in the Haryana rally," Yadav said.

Party leader Sanjay Singh started his speech by pointing out the hope that had been kindled with the AAP government coming to power in Delhi.

"The Jan Lokpal was one of the legislations that we had promised to the people... However, the manner in which Ambani and his forty brothers of Congress and BJP MLAs blocked the bill and have stabbed the people of the nation in the back," Sanjay Singh said.

He maintained that the Congress and BJP had come together because of the FIR against Mukesh Ambani.

"The AAP believes that it has no right to stay in power if the Jan Lokpal Bill is not passed...This is the first time ever that a chief minister has resigned over an issue and the AAP has welcomed his decision," Singh said.

He said that the party would hold two rallies: one on 23 February in Haryana and 2 March at which Kejriwal would participate.

Najeeb Jung is expected to send across his recommendation to the president only later today, she reports.

10:50 am: Delhi's sole independent MLA says he wants to be CM

Rambir Shokeen has been at the centre of the spotlight since the Delhi election results were declared and he seems to have had enough.

Shokeen says he will write to the Delhi Lieutenant Governor and says he will be Chief Minister since he can do a better job. How he will get the support of other MLAs isn't very clear, but there's no punishment for being hopeful now is there.

9:15 am: BJP meet at 11 am

The Delhi unit of the BJP will be meeting at 11 am to decide the party's future course of action.

While party leader Harsh Vardhan has already declared that the party wouldn't be seeking to form the government it's likely they will have something to say about the AAP and its decision to throw in the towel.

All is calm outside the AAP office and Kejriwal's residence for now with the Delhi Chief Minister expected to meet with the Lieutenant Governor later today to tender his resignation.

AAP leader Manish Sisodia said that a caretaker govt will function in Delhi for now.

"The L-G has not yet accepted our resignations. Hence a caretaker govt will function till he accepts the letter," Sisodia said.

9.59 pm: Kejriwal was never serious, says Cong

Congress tonight accused Arvind Kejriwal, who resigned as Delhi Chief Minister, of being a "negative person, glib-talker and a smooth-lier who was looking at an excuse to run away."

He was never serious to govern and his resignation was well-anticipated, Congress said.

Charging that Kejriwal tried to subvert the Constitution, party spokesperson Sandip Dikshit said he was "basically a negative person" who never did anything serious in his whole life and from beginning to end was a "big drama".

"He (Kejriwal) was looking at an excuse to run away. He tried to subvert the Constitution and was a smooth lier. He lied through his teeth while attacking Congress", he alleged.

"He was never serious to govern and the exit of his government marks the end of a big drama. He will find any excuse to run away, to act like a martyr," Dikshit told PTI.

Following what his other party members said, Vijay Goel too said that the Kejriwal drama was scripted.

8.30 pm: Kejriwal addresses his supporters

"Our biggest promise was that we will pass the Jan Lokpal Bill. But today when attempts were made to introduce Jan Lokpal Bill in the Assembly, both Congress and BJP derailed it. They colluded with each other and did not allow to table the Jan Lokpal Bill. This happened because three days ago we filed an FIR against Mukesh Ambani," Kejriwal told his supporters.

He also blamed the Gujarat Chief Minister Narendra Modi for alleged irregularities besides blaming Union ministers Kamal Nath, Sharad Pawar and Veerappa Moily.

"This is my resignation letter which I will submit to the L-G soon. We did a lot for Delhi by cutting electricity and water tariffs. My ministers tried to do a lot by spending may sleepless nights but there might be few mistakes. After all, we are human beings. We have filed FIRs against Mukesh Ambani and Sheila Dikshit. And they tell us we don't know how to govern. If sending the corrupt to jail is not governance, then what it?", he said.

"If the Assembly is a temple then tell me do you go and break statues in the temples. Why is the Central government behaving like the British? Why is the Delhi L-G behaving like the viceroy? What Constitution are you talking about? I am ready to sacrifice my life for the Constitution. The Centre is lying. Is breaking the mic in the Assembly a constitutional work?," Kejriwal said.

"Remember, the people of the country will teach you a lesson. I am going to the L-G's place to submit my resignation letter. I pray to the Lord to bless us," Kejriwal said.

"Arvind Kejriwal had no alternative except this. He has miserably failed to deliver in 49 days. He has not fulfilled even one of the promises from his list of 18. The Delhi cabinet is currently meeting at the state secretariat and reports have trickled out that the resignation letter of Chief Minister Arvind Kejriwal is being drafted.

There is a strong speculation going on that Delhi Chief Minister Arvind Kejriwal may resign tonight when he addresses his party workers tonight at the AAP office.

"On Thursday, except for AAP MLAs all legislators gave the Call Attention Motion demanding the resignation of Delhi Law Minister Somnath Bharti for his undignified behaviour recently. Kejriwal took to resort to lies when he said that Mukesh Ambani has united the Congress and the BJP through donations. It is clear to the people of the country who says what on TV channels and do back door dealings. Kejriwal should stop putting false allegations on people. After two hours, Kejriwal will announce once again that the BJP is against Jan Lokpal. In fact, BJP MLAs are much more keen than AAP MLAs to have a Jan Lokpal. Kejriwal should know that the existing Delhi Lokayukta, which had also given observations against Sheila Dikshit and even reached the President for it, was created by an earlier BJP government."

6.45 pm: Arvind Kejriwal on way to party office from Delhi Assembly.

"I would like to speak for a few minutes. Forgive me if I am harsh. This is not against any individual. When we came to this House we were newcomers. We thought we will learn from the seniors who are members of this House for so long. We admit we do not know the rules. I was saddened by what happened yesterday how a mike was broken, papers were torn," said Kejriwal.

Members are disrupting the chief minister and are not listening to him even if he is pleading for a few minutes. Kejriwal resumes speech.

"I was told that the Assembly is akin to a temple. Is this the way we behave at a temple, Gurudwara or a mosque? Do we tear The Gita in a temple or the Holy Koran at a mosque? We are all witness to what happened at the Delhi Assembly yesterday. Last night, I read the Constitution to find out if the MLAs are advised to break mikes if his or her wishes are not fulfilled," he said.

"We are being told that we flouted the rules by introducing the Jan Lokpal Bill. Mr Arvinder Singh Lovely, nowhere in the Constitution it is written that the Delhi government needs the permission of the Centre to enact the Jan Lokpal Bill," Kejriwal said.

"I had taken oath as the chief minister and not to follow the orders of the Central government. Both the Congress and BJP know that the Centre will not approve the Jan Lokpal Bill when it is send to them. Is an attempt to remove corruption unconstitutional? We will continue fighting on the streets of Delhi against constitution. I have not come here to become chief minister but to fight against corruption. I am ready to sacrifice my life if the need be to wipe out corruption from the country. I can sacrifice the chair of the chief minister thousand times to end graft," Kejriwal said concluding his office.

5.30 pm: Delhi Chief Minister Arvind Kejriwal to address party workers after the Assembly session ends for the day. Speculation is already building if Kejriwal will quit.

Meanwhile, AAP chief spokesperson Yogendra Yadav told reporters outside the party,"Today what has come out clearly is that both the Congress and the BJP are hand in gloves in Parliament and the Assembly. They do want the Jan Lokpal bill to be passed."

5.15 pm: After the Speaker disallowed the tabling of the Jan Lokpal Bill in Assembly, Congress leader Arvinder Singh Lovely told reporters later, "We have no intention of withdrawing support from this government. We appeal to them to bring the Jan Lokpal Bill legally. We will definitely support it."

5:00 pm: Chaos continues in Assembly, Congress backs AAP on all other legislation

There is no chaos in the Delhi Assembly over the passage of other legislation and despite criticism they are being moved with the Congress backing the AAP on all of them.

Expectedly the BJP isn't pleased about it and despite its best attempts it's unable to get the requisite numbers to oppose any of the legislation.

4:45 pm: Speaker says bill is not being introduced

After holding a brief vote, the Delhi Speaker says that the Lokpal Bill will not be introduced in the Assembly.

So there won't be a debate on the matter and it also means that the bill will not be passed by the Assembly.

42 of the 70 MLAs voted against the bill being introduced despite the L-G's letter advising against it.

Does this mean Kejriwal and the AAP government will be putting in its papers? Or will they do it tomorrow?

BJP and Congress have now gone back to their demand that minister Somnath Bharti put in his resignation.

4:35 pm: BJP, Congress come together to oppose discussion on bill

Harsh Vardhan told the speaker that he was not a member of any party and should act impartially.

"You placed the L-G's message before us. This message is an order not a recommendation. If you feel it is a recommendation, you must seek a vote on the House about it," the BJP leader said.

The BJP leader argued that one couldn't reject constitutional provisions.

He also told the Speaker that if he was unable to discharge his duties properly then they would work to get a new Speaker in place.

Congress's Arvinder Singh Lovely also stood up and told the Speaker that it was his duty to respect the laws given the eyes of the world were on the Assembly.

"The Bill can be introduced only with the permission of the House. You cannot introduce the bill," Lovely said.

He also said that a discussion on the bill couldn't be held today since it was to be introduced in the Assembly today.

4:30 pm: Lokpal Bill tabled again, BJP rejects call for discussion

Lokpal Bill introduced again by Kejriwal and Manish Sisodia has sought that a discussion be held on the bill.

The BJP is arguing that the bill cannot be introduced without a vote and Harsh Vardhan is on his feet shouting at the Speaker.

"As per the rules of the House, you cannot introduce the bill," BJP MLA Jagdish Mukhi told the Speaker.

4:15 pm: Bharti invites parties to participate in Jan Lokpal  discussion

Somnath Bharti, the law minister of the state has said that they are willing to face a no-confidence motion if it is moved by the Congress.  He made no mention of the demand for him to quit though.

However, he invited all parties to participate in a meaningful discussion on the Jan Lokpal bill.

4:15 pm: Official says bill has not been tabled official yet

Firstpost's Pallavi Polanki has checked whether the Speaker can table the Lokpal Bill without seeking a vote in the Assembly.

Here's what the a senior official of the Assembly had to say: As per the rules of the House the Bill the house has not been tabled.

What does this mean? More chaos when the Assembly reconvenes.

4:00 pm: Sisodia hopes bill will be passed tomorrow

Manish Sisodia spoke to reporters in the House and said that the bill has been tabled and needs to be discussed.

"We will hope that the voting on the bill takes place tomorrow," Sisodia said.

3:50 pm: Assembly adjourned 30 minutes

MLAs have surrounded the Speaker's chair and are shouting at him to stall the bill. They seem to have succedeed. 

The Assembly has been adjourned for 20 minutes. How calm will be achieved is rather unclear.

Congress's Arvinder Singh Lovely said the bill needs to admitted before it can be discussed.

"This is no question of support. We will continue to support the government. We are just demanding that rules and regulations be followed," Lovely said.

3: 45 pm: Kejriwal introduced Jan Lokpal Bill,  chaos continues

Amidst the chaos, minister Manish Sisodia managed to shout that the government was introducing the Jan Lokpal Bill for discussion.

However, the Congress and BJP are unwilling to relent and want a vote on the L-G's letter and say the legislation can't be passed in this manner.

High drama in the Delhi Assembly as AAP MLAs thumped their tables to support the bill but were drowned in the shouting.

3:35 pm: Congress moves motion for vote on L-G's letter

"The letter only says it should be read out, not that there needs to be a vote on it," Kejriwal shouted. Then he sat down.

3:20 pm: Kejriwal rises to speak but is forced to wait

Arvind Kejriwal has risen to speak but the BJP is demanding a vote on the Lieutenant Governor's letter and wants it to adopted by the Assembly.

Manish Sisodia and the Chief Minister are left as bystanders as they wait for calm.

Sisodia kept demanding a debate on the matter but was drowned out by the Opposition. The BJP said there was no question of a debate on the letter it had to be adopted or voted upon by the House.

"Speakerji respect the constitution," one MLA shouted.

"I am respecting it," the Speaker plaintively replied.

MLAs also walked up to the Speaker's podium to make their case and there seems to be no way of restoring calm in this scenario.

3:15 pm: Speaker reads out L-G's letter opposing Jan Lokpal Bill

Speaker reads out L-G's letter and said that it stated that the bill shouldn't be taken up without his approval.

"The said bill has not been placed before me by the government of Delhi," the letter said

The Lieutenant Governor said that the message should be read out before the bill is brought up for discussion and the bill shouldn't be taken up without his consent, the letter said

2:45 pm: Speaker adjourns the proceedings for 20 minutes

As commotion continued in the House the Speaker adjourned proceedings for 20 minutes.

2:40 pm: Congress, BJP MLAs hold up proceedings over L-G's letter

The Congress and BJP MLAs are now on their feet demanding that the Lieutenant Governor's letter be read out.

All of them are demanding that the letter be read out and the stray MLA can be heard shouting a slogan seeking the letter be read.

"It is mandatory for you to read it to us... You are not above the L-G," an MLA shouted at the Speaker.

Even as commotion rages around them, Kejriwal and Sisodia can be seen conversing quietly with each other and the education minister was even seen smiling.

2:30 pm: Congress also asks for L-G's letter

Congress's Haroon Yusuf also stood up to support the BJP on the matter and said that the party would back any legislation to combat corruption.

He also accused the AAP and Kejriwal of handing out character ceritificates.

"We are prepared to support the Jan Lokpal Bill but if its being brought about unconstitutionally then we will oppose it," Yusuf said.

Yusuf also urged the Speaker to start a debate on the censure motion against law minister Somnath Bharti and said that if there was a letter from the Lieutenant Governor it should be placed before them.

2:20 pm: Vardhan says that Speaker should have said what the L-G of the state has sent

The BJP leader said that the Speaker should let them know if the Delhi Lieutenant Governor has sent them a message.

"If there is no message then we have no objection but if there is one then it is mandatory that the house be informed of it," the BJP leader said.

He also said that they would continue to oppose Somnath Bharti continuing as the law minister.

2:15 pm: Harsh Vardhan attacks Kejriwal, says they're opposed to Bharti and not to Lokpal

BJP's Harsh Vardhan has been finally allowed to speak and said the topic of Sant Ravi Das's birth anniversary being brushed aside was a sad thing.

"However, whoever made the decision to have Assembly proceedings today should acknowledge their error," he said, pointing out that Parliament had also take a day off.

The BJP MLA also said that Friday was meant for private members to move bills and not for standard proceedings.

He said that the BJP was opposed to the presence of one particular AAP minister (Somnath Bharti) who he said should resign from his ministerial post.

"We cannot tolerate a minister of this nature staying in the government... Yesterday the Chief Minister made a statement that the BJP-Congress were together because of Ambani," the BJP MLA said.

He claimed that until the Chief Minister made allegations against four people he wasn't able to digest his food.

"I want to ask Mr Kejriwal that if the Lokpal Bill wasn't on the agenda how did the Congress-BJP block his agenda of passing the bill?" Harsh Vardhan said.

The BJP leader said that it should be on record that the BJP has worked as much to fight corruption and create the Lokpal Bill in the centre and created the Lokayukta across states.

"You cannot keep lying to the people telling them that the BJP is blocking the Lokpal Bill," Harsh Vardhan said.

2:10 pm: Congress says they also want Jan Lokpal Bill

Congress's Arvinder Singh Lovely also pointed out that Parliament was adjourned on account of the saint's holiday.

"I am anguished because I have to be here today... The Jan Lokpal Bill that the government has been telling the whole country about is not listed as first among the list of items for the day," he said.

The MLAs have begun to gather in the Delhi Assembly and the Speaker has just arrived. The Jan Lokpal Bill is expected to be the third item of business.

But BJP MLA has sought that the house proceedings be suspended because it is Sant Ravidas's birthday.

"The Chief Minister should apologise," a vocal and seemingly enraged Ram Singh Bidhuri shouted.

One MLA pointed out that Sant Ravidas had endorsed working as much as possible, but the BJP MLA continued to thunder against the AAP for holding assembly proceedings today and was quickly joined by his fellow MLAs who shouted slogans against Kejriwal and demanded his resignation.

However, the speaker pointed out that it was a restricted holiday and rejected his plea for suspension of proceedings.

1:45 pm: Sisodia says they will quit if Jan Lokpal Bill is blocked

Manish Sisodia said the party's sole objective remained that the Jan Lokpal Bill be passed by the Delhi Assembly and the question of resigning didn't arise just yet.

"The session can be streteched. Our vision is to make Delhi corruption free and we can do anything to achieve this end," Sisodia told reporters outside Delhi Assembly.

Despite the Lieutenant Governor writing to the Speaker, the AAP minister said they would try to move the bill.

"We will try and move the bill and the Congress and BJP will have to decide whether they want the country to be corruption free," Sisodia said.

AAP's senior leader Yogendra Yadav emphasised that the party would not compromise in any way on the Lokpal Bill and said that he wasn't sure if the Delhi Lieutenant Governor could block the legislation from being moved.

"I don't know if the Lieutenant Governor has the authority to advise the Speaker or not," Yadav said.

He also said there was no question of the party backing down on its demand because of the Congress threat of withdrawing support to the government.

"We have never asked the Congress to support us. They came forward and did," Yadav said.

He also mocked Oil Minister Veerappa Moily's allegation that there was a political conspiracy behind the FIR against him over gas pricing.

"He's right, there is a political conspiracy behind this and it should be probed," Yadav said.

The AAP government has vowed not to compromise on the Jan Lokpal Bill and today may just be the last day of the Delhi government, party sources told Firstpost. 

Party spokesperson Ashutosh emphasised again that there was no question of any compromise on the issue.

"We have been fighting for the Jan Lokpal Bill for the last three years and there can't be any compromise on this issue," party spokesperson Ashutosh told ANI.

We have said that we are willing to give up power a 100 times if needed, he said.

The BJP and Congress are seeking that the Jan Lokpal Bill should be scuttled and are afraid that some of their top leaders will land up in jail if the bill is moved, Ashutosh said.

He also refused to speculate on why the Delhi Lieutenant Governor had stalled the bill from being introduced in the Assembly.

"We can't say why the L-G is talking in this manner. What he is saying must be after some thought," he said.

11:50 am: Congress' Haroon Yusuf says Kejriwal is acting like a spoilt child

The Congress has decided to take potshots at the Delhi Chief Minister ahead of the Assembly session and has said that Arvind Kejriwal should act in a constitutional manner and not attempt to browbeat the existing system.

"If he has faith in the Constitution then he should complete all the formalities associated with the introduction and passage of the bill," Haroon Yusuf from the Congress.

If Kejriwal moves the bill in a constitutional manner then they will back it, he said.

The MLA said that only bills related to finances can be moved in the Assembly during the current session.

"He believes that anything he wants can be passed much like a kangaroo court or a Taliban council," the MLA said.

"This is like how  a child who wants a toy throws a tantrum for a toy his father can't afford," he said.

He also questioned the grant of subsidies and said that the AAP will soon start demanding freebies for AAP activists.

The Congress leader said that the Delhi Chief Minister was only attempting to cheat people with this version of the Jan Lokpal Bill.

Delhi Lieutenant Governor Najeeb Jung has written to the Speaker of the Delhi Assembly saying that the Jan Lokpal Bill can't be tabled since it hasn't been approved by the Centre.

Despite being called a "Congress agent" and receiving a plea from the Chief Minister seeking that the bill be permitted, the Lieutenant Governor seems to have taken a stance that is in opposition to the AAP government's.

10:00 am: AAP reiterates that government will fall if bill not allowed

Firstpost's Pallavi Polanki reports that the Delhi Assembly will convene at 2 pm and the Jan Lokpal Bill will almost definitely come up for introduction today which will mean a potential showdown between the AAP and BJP, Congress.

The AAP has reiterated that it will do pretty much everything in its power to not only introduce the bill but pass it as well. However, if all of it fails, they have reiterated that they will withdraw support to the AAP government.

6:00 pm: Kejriwal threatens to quit if Jan Lokpal Bill not introduced in Assembly

On a day that saw the Congress and the BJP perfectly coordinate their moves in the Delhi Assembly to hijack the Speaker's powers for the day, Chief Minister Arvind Kejriwal has issued a fresh threat to the two parties.

He has said that he will resign if the introduction of the Delhi Jan Lokpal Bill is defeated when it is introduced in the Assembly tomorrow.

"The Congress-BJP coalition has won today," said Kejriwal speaking to reporters, after an assembly session that was marked by a series of adjournments.

The first day of the special assembly session witnessed some rowdy scenes with one Congress MLA Asif Mohammad going so far as to snatch papers from the Speaker's desk and throwing torn pieces of paper into the air.

Mohammad also tried to break the microphone on Kejriwal's desk, giving the CM a quite a start.

MLAs from the BJP and the Congress, in what seemed like a coordinated attempt at disrupting the House took turns to storm the well of the House and shout slogans demanding law minister Somnath Bharti's resignation.

Speaking to reporters about remarkable coordination between the Congress and the BJP today, Kejriwal said, "For the first time in Delhi's history, the synchronised action and match-fixing between the Congress and BJP has been exposed. Within a matter of five minutes they passed four resolutions with a voice vote...they both sought to call attention on the same issue, they both brought posters with the same slogans."

"It seems as if some meeting has taken place between them. When and where did this meeting take place. The issue was not Bharti, he was only a scapegoat," he said.

Kejriwal said that he suspected that the Delhi government's move earlier this week directing the anti-corruption bureau to register an FIR against Mukesh Ambani and Reliance Industries over gas pricing had "prompted both the parties to aggressively oppose the party" and that their behaviour in today's assembly was a reflection of that.

On the crucial issue of the Jan Lokpal bill, Kejriwal said that his government will stick to its stance that the bill's introduction in the Assembly without the Lieutenant Governor's approval was not in violation of the Constitution.

Kejriwal reiterated that the Delhi Assembly was fully within its rights to make laws on all except three issues and that in cases where the Assembly passes a bill that is repugnant to a central law, then the President's consent is required to be taken "after the bill is passed by the Assembly."

He called the Home Ministry's order that a bill introduced by Delhi assembly should first be approved by it was unconstitutional. "The Home Ministry is not superior to the Delhi Assembly," Kejriwal said.

The BJP and the Congress, said Kejriwal, want that the bill to be sent to the Centre. "We know what will happen if the bill is sent to the Centre. It will be sent back with a list that says that such and such sections are repugnant to the Central law and that it should be changed."

"We will not allow that to happen. When the Constitution gives the Delhi Assembly the right to pass a repugnant law, how can the Home Ministry deny it its right," said Kejriwal.

Asked what he would do if the Congress and the BJP continued to disrupt the Assembly like they did today, Kejriwal said that he was willing to give them a long rope.

But should the House vote against the introduction of the bill, he issued an ultimatum. "We will introduce the bill tomorrow...if they defeat the introduction of the bill, the government will resign," Kejriwal said.

Former Kejriwal aide IPS officer Kiran Bedi continued to take on the AAP government in Delhi over the bill saying they refuse to recognise that Parliament has already passed the Lokpal legislation.

Union Law Minister Kapil Sibal said Delhi CM Arvind Kejriwal should wait for the Centre's consent before tabling the Bill in the Assembly.
"I don't want to comment on anybody's motives but when there are legal procedures in place, when there is a power legally vested in the Lt Guv, then the Lt Guv is well within his rights to advise the Delhi government to introduce the Bill till such time as the President gives his assent or seeks the views of the central govt," Sibal had said.

The Aam Aadmi Party government in Delhi is likely to table the Jan Lokpal bill in the Assembly today, despite the Centre raising an objection saying the process was a violation of law.

"There is no rethinking in our position. We are going ahead with tabling of the Jan Lokpal Bill," a senior official in the AAP government told PTI.

AAP leader Prashant Bhushan told reporters that his party will seek voting on the introduction of the bill and if both - Congress and BJP - vote against it, then the government will resign.

The Congress, which currently provides support to the government from the outside, and the opposition BJP maintained the government would be violating "constitutional provisions" by not taking the approval of the L-G and the Centre before introducing the bill in the House.

"Despite knowing that the move (to not obtain prior approval from the Centre) is unconstitutional, Kejriwal is trying to justify it. The Congress will continue to support the government, but Kejriwal is creating a situation himself to leave the government," Delhi Congress president Arvinder Singh Lovely had said on Wednesday.

Ahmedabad: Escalating the war of words over Narendra Modi's humble background as a 'chaiwala', Congress on Saturday said BJP's PM candidate, who often flaunts his past to connect with voters, was never a tea vendor but a "canteen contractor".

Senior leader and Congress President Sonia Gandhi's political secretary Ahmed Patel also termed Modi's much-hyped campaign 'chai Pe Charcha' as a poll gimmick.

"This chai pe charcha is natak (gimmick) keeping in mind the elections. Tea seller associations have told us that he was never a tea-vendor but he was a canteen contractor," Patel said without naming Modi.

He was speaking at 'Swaraj Kuch' rally here where noted civil rights activist Lalji Desai, along with hundreds of his Maldhari community followers, joined Congress.

Accusing Modi of trying to appropriate the legacy of Sardar Patel, the Congress leader said "by making the tallest statue of Patel, he wants to make a ladder for the PM's chair".

Patel also took potshots at Modi's Gujarat model of development.

"This cannot be Gujarat's model. Gujarat's model is based on Mahatma Gandhi and Sardar Patel's ideology. Some people accidentally got power and then forgot the ideology of great leaders like Gandhi, Sardar Patel and Ambedkar.

"But when election comes, they begin chanting their (leaders') names. He suddenly transforms himself into a tea-vendor or a Ram Bhakt only when the elections are coming," Patel said.

Taking a dig at Modi's claims of development, Patel said Gujarat was a laggard in social sectors.

"Gujarat is lagging behind in health, education and other social sectors. As per his propaganda, Gujarat is number one, but from the bottom. Gujarat is on 28th rank as far as primary education is concerned."

"Unemployment rate is increasing, five lakh young people are serving the state on a meagre fixed salary. For showing the surplus in the state's budget, Gujarat government keeps taking debts and now the debt amount has reached up to Rs 1.85 lakh crores," Patel said.

He also appealed to all marginalised communities to unite and raise their issues.

"This will strengthen Congress and also those on margins who have been deprived of their rights under BJP rule," Patel said.

Modi has made senior Congress leader Mani Shankar Aiyar's jibe at his humble origin, when he sold tea with his father, a political weapon to hit out at Congress while connecting with the masses.

In the first session of the 'Chai pe Charcha with NaMo' (tea with Modi) initiative on Wednesday, Modi attacked Congress over governance and black money stashed in various bank accounts abroad.

The Leader of Opposition in Gujarat assembly Shankarsinh Vaghela raked up the 2002 communal riots under Modi's guard to target him. "He is now demanding 60 months against Congress' government's 60 years. People have not forgotten those 100 days when the massacre was done under his nose as the chief minister," he added.

State unit Congress president Arjun Modhvadia said the controversial godman Asaram was once the "mentor" of Modi.

Desai, who joined Congress today, has initiated a movement against declaring Bechraji and Dholera as the Special Investment Region (SIR). He had earlier been detained by state police for allegedly instigating farmers to protest against the SIR.

No over-enthusiasm to form govt, but ready to face polls: BJP

New Delhi: BJP was on Saturday non-committal about forming the government in Delhi following Chief Minister Arvind Kejriwal's decision to step down with the main Opposition saying that while it did not favour dissolution of the House, it was ready to face fresh polls.

"There is no over-enthusiasm about forming the government... Right now, the ball is in the Lieutenant Governor's court. Let him decide... We will happily accept any situation that (unfolds)," BJP Legislative Party leader, Harshvardhan, told reporters in New Delhi.

BJP has 32 seats in the 70-member Delhi Assembly.

Lt Governor Najeeb Jung is understood to have suggested that President's rule be imposed in Delhi after rejecting the outgoing AAP government's recommendation that the House be dissolved.

The Kejriwal government resigned on Friday after the Jan Lokpal Bill was blocked in the Assembly by Congress and BJP MLAs.

Specifically asked whether BJP would accept an invitation by the Lt Governor to form the government, Harshvardhan said, "We will discuss. It is a hypothetical question... We will certainly discuss and decide with our senior leaders."

He added that there was no pressure from party MLAs about forming the government.

As to whether the party was in favour of dissolving the House, he said, "Collectively, we are in a situation where no one wants to go to elections within three months."

He, meanwhile, clarified that the party would not support any group of MLAs in forming the government, saying that, "Delhi's governance can't be taken lightly".

Harshvardhan also hit out at Kejriwal saying the AAP leader now "aspires to become the prime minister" and was "fooling the people".

Sources said that BJP has adopted a "wait and watch" policy and is keeping its cards close to its chest as it explores options.

"We don't have a strategy of our own. On 8 December itself, we had made it clear that we are not interested either in horse-trading or managing or manipulating numbers... I am willing to face the elections early next week as well," Harshvardhan said.

Sources added that while BJP would not engage in horse-trading as that could dent its image ahead of Lok Sabha elections, neither was the party likely to favour fresh polls in Delhi.

The best situation for BJP would be to act only after Lok Sabha polls.

Referring to AAP, Harshvardhan alleged that it was acting as per a script written by a "corrupt" Congress to stop Narendra Modi from coming to power at the Centre.

"The AAP government in Delhi was part of a conspiracy by Congress, which knows it cannot fight Modi politically.

"Inke saath hai desi panja aur videshi haath (Their hand is with the Congress's claw and the foreign hand)," he said.

Hitting out at Kejriwal, he said, "He is a specialist in telling a lie and fooling the people through use of media... (After having resigned as CM, he now aspires to be Prime Minister."

Kejriwal has not been able to give a satisfactory reply on the Foreign Contribution Regulation Act till today even as the Home Ministry probe against him is on in the matter, Harshvardhan added.

"The nation has a right to know how his party accepted donations from foreign organisations which create instability in other countries," he charged.

New Delhi: CPI(M) on Saturday termed AAP government's move to introduce Jan Lokpal Bill in Delhi Assembly as "erroneous and inexpedient" and said this had provided BJP and Congress the opportunity to gang up against them, leading to the resignation of Chief Minister Arvind Kejriwal.

"By not going through the procedure for the permission of the Lt Governor to introduce the Bill, the AAP tactics provided the opportunity for the BJP and Congress to gang up to thwart this measure in the Assembly leading to the resignation of Kejriwal," the CPI(M) said.

In a statement, the CPI charged the BJP and Congress with collusion as they were "worried about the inquires in the corruption cases of their leaders while in the government."

"Both the parties by joining hands tried to put an end to the 49-day old government of AAP. It exposed the shameless opportunism of both the parties who are visibly angry with the FIRs filed by Delhi Government on Mukesh Ambani and others."

It said the entire political development "reveals the collusion of the BJP and Congress."

The party Central Secretariat said "a clear mandate is necessary" for Delhi by accepting the recommendation of the outgoing government for dissolution of the assembly and ordering of fresh election.

"Third Front would get majority and SP would be its biggest ally," Yadav said while addressing his 'Desh Bachao, Desh Banao' rally.

He said that there were 80 seats in UP and by winning 50 seats it would emerge strongest as no other state has so many seats.

"BSP repeatedly demand that SP government in Uttar Pradesh should be dismissed. It is not even in the discussion.Remember this, the contest would be between SP and BJP," Yadav said.

"If anyone can fight against communal forces, it's only SP and it has done so even in the elections," he added.

The SP supremo alleged that opposition parties were scared with the popularity of SP and therefore they were attacking it.

"How many attacks are being made on us in different manner. They are scared. We do not care about attacks. Our people know, but everytime people supported us," he said.

Mulayam said that there would not be such a chance to strengthen the SP.

Addressing the rally, Chief minister Akhilesh said that UP was leading the country in terms of development schemes.

During the past two years, the SP government had returned people's money to people through development and welfare schemes, he said.

"Various people and parties had chosen Gorakhpur to conduct historical rallies but today, masses here had shown what a historical rally meant," the CM said.

The SP rally is being seen as a reply to BJP prime ministerial nominee Narendra Modi's rally held on January 23 at the same venue.

AAP to launch campaign for LS polls from Haryana

New Delhi: A day after Arvind Kejriwal's resignation as Delhi Chief Minister, AAP today announced that it will launch its campaign for Lok Sabha polls from February 23 with a rally at Rohtak in Haryana.

Speaking to reporters after the Political Affairs Committee (PAC) meeting, party leader Yogendra Yadav said, the the rally will be addressed by party's national convenor Arvind Kejriwal.

After Haryana, the party will hold its second rally at Kanpur in Uttar Pradesh on March 2, he said.

"Both these rallies would launch Aam Aadmi Party's national campaign," Yadav said.

The party also announced to kickstart its nation-wide anti-corruption campaign 'Jhadu Chalao Yatra' from today.

"In 332 Lok Sabha seats of 24 states, around 2,500 Yatra starting from today will be organised in the next ten days. We would expose Congress and BJP for defending corrupt persons during this campaign. Besides, party will also make new members in this campaign," party leader Gopal Rai said.

Of the 2,627 yatras in the campaign, the party will undertake a chunk of it around 461 in Uttar Pradesh, followed by 450 in Haryana and over 300 in Maharashtra, 270 in Bihar and 174 in Punjab.

These are the states where the party has been aiming to dent the Congress and the BJP strongholds.

"Before assuming office, an MLA or an MP takes the oath. Similarly, chief minister also takes the oath of (abiding by) the constitution before assuming the office. Kejriwal has however violated that oath," Shinde told reporters at his hometown Solapur.

Kejriwal stepped down as Delhi Chief Minister on Friday after he was prevented from tabling his dream Janlokpal bill in the Assembly in face of stiff opposition from the Congress and BJP.

"The Janlokpal Bill was not tabled as per the rule... Since the method applied was wrong, both Congress and the BJP opposed it," Shinde said.

Delhi: LG suggests Prez rule, House under suspended animation

New Delhi: Rejecting the outgoing government's recommendation for dissolution of the Delhi Assembly, Lieutenant Governor Najeeb Jung is today understood to have suggested imposition of President's rule by keeping the legislature under suspended animation.

In a report to the Centre, Jung did not favour dissolution of the 70-member Delhi Assembly as recommended by the council of ministers headed by Arvind Kejriwal when it met last night and decided to quit.

The LG's move keeps the option open for any political party or a combination of parties to try and form a government in future.

Sources said Jung has conveyed to the Centre that the national capital be brought under a spell of President's rule as no party is now in a position to form an alternative government.

The final call on the LG's recommendation will be taken by the Centre, the sources said.

Home Ministry officials said they would take the opinion of the Law Ministry and place all the facts before the Union Cabinet for the final decision.

The Assembly elections late last year had given a split verdict with no political party getting absolute majority. The Aam Aadmi Party led by Kejriwal formed the government in December with Congress support.

The AAP government resigned on Friday after it suffered a defeat on the Janlokpal Bill in the Delhi Assembly and recommended for fresh election by dissolving the House.

The LG has also sent, along with his report, the resignation letter of Arvind Kejriwal. The letter would be forwarded to the President for its acceptance.

Officials said Home Minister Sushilkumar Shinde, who is away in Maharashtra, has been briefed about the LG's report.

AAP cuts losses, is in a position to change the game again

Arvind Kejriwal may be a smarter man than we have given him credit for. His resignation as Chief Minister, after messing around with government for 49 days, may seem like a defeat to you and me, but the real point is all his failures will be forgotten over the next two months as we head into election season. What will be left, Kejriwal must be hoping, is the halo of the outsider taking on the establishment.

This is thus a good time to take note of the Aam Aadmi Party's (AAP's) gains or losses from running Delhi (or rather, running away from it). I believe he has not only rectified his strategic errors, but also made some gains from being in government. So Congress and BJP should brace for an all-out onslaught.

Here are my takeouts.

#1: Arvind Kejriwal's only mistake was to take the referendum route to deciding whether he should join government or not. He thought the people would say no, but they didn't. His own inclination was to occupy the entire opposition space and rule the streets with the minority BJP in government. The BJP didn't oblige, and the Congress unexpectedly did. Kejriwal went for the referendum – which too unexpectedly asked him to become CM. It was a mistake, and he has now exited – bruised in image, but he has cut his losses.

#2: Kejriwal & Co did not sit idle in government. While we were busy excoriating Somnath Bharti for his antics, the AAP ministers were busy collecting information and files for future use once out of government. The Congress and the BJP (which runs three municipal corporations in Delhi) should expect a series of incriminating documents and allegations to surface in Delhi.

#3: It is not clear if the Lt Governor, Najeeb Jung, will recommend dissolution of the assembly or call for fresh elections. At the time of writing, he seemed to have recommended keeping the assembly in suspended animation. The politically wise decision (for Congress) would be to leave it like this, since the BJP also looks likely to decline an offer to form the government again. This would obviate the need for holding the Delhi elections along with the Lok Sabha polls. This would, in a way, suit both the Congress and the BJP, but if we assume the Congress' aim is to damage the BJP, it would make sense to let both elections happen simultaneously. AAP will be waiting eagerly to know which was the Lt Governor will decide.

#4: The BJP temporarily has the advantage with AAP in Delhi, given its poor governance record in Delhi, but in the general elections all bets are off. An AAP unleashed as a street-fighting force which makes daily allegations about corruption is a different proposition from an AAP stuck in government. Freed from the constraints of office, AAP will be a more ferocious fighter.

#5: The interesting question to ask is what will happen to Congress now. While it is AAP's gameplan to equate Congress and BJP as the same and pretend to be the only non-corrupt force, the fallout is difficult to predict: one part of the Congress votebank (the underclass and the minorities) could gravitate towards AAP and the rest towards BJP. The stability-with-change vote will go to BJP and the radical, anti-establishment vote could move towards AAP in Delhi. It could mean either a complete rout for the Congress, or a serious mauling. Unless Rahul Gandhi pulls off a miracle – which no one is betting on.

#6: The AAP's real gains will come only if it manages to decimate the Congress. This will make it the main Left-wing national force by 2019, but of course a lot would depend on what happens in Delhi and Haryana in 2014.

#7: Any significant AAP gains in 2014 will lead to a new realignment of regional and national parties, since AAP's anti-corruption avatar is inimical to regional parties more than national parties. The state parties are more corrupt than the national ones – but this is not visible right now as we treat AAP as national just because it won Delhi. AAP's real battle will be in the states – but that is another story, for another time.

#8: If AAP makes a dream debut in 2014, a new centrist party will have to emerge around either the Congress or BJP. Which one it will be depends on the damage done to either by AAP and other parties in the general elections -  if any.

#9: The big casualty will be crony business – whatever happens in 2014. AAP's sudden discovery of Mukesh Ambani as villain is suspect, but the fact is India Inc's image has been sullied and it won't find it easy to restore respect without a serious soul-search. One can be certain that AAP will keep targeting business in the elections – and unless businessmen take this threat seriously, they will be in deep trouble. As Shekhar Gupta notes in his column today in The Indian Express: "The political class ….will look after itself. It's the corporates who need to be careful. They cannot repair the damage done to their image by spending a little more on corporate social responsibility. They need to embrace the equivalent of what your doctor would call lifestyle changes." The good thing about the rise of AAP is crony capitalism will be exposed. But the bad thing is it will set corporate confidence back by at least a few years – just when you need to restore it.

The ultimate takeout: Governance is not what AAP is about. Its real role is that of a changer of status quo - and for this, getting out of government was vital. In government, no party can fail to compromise.

Live: Delhi L-G recommends president’s rule, keeps Assembly suspended

4:00 pm: Delhi Lieutenant Governor recommends president's rule

The Lieutenant Governor has reportedly recommended that president's rule be imposed in the state and has asked that the Assembly be placed in suspended animation, reports CNN-IBN. 

This would mean that the BJP may still be offered the chance to form the government but it is unlikely to happen and it now remains to be seen when the next state elections will be held. Will they be held early as the AAP is hoping or after the general elections, which both the Congress and BJP may be wanting.

2:20 pm: Will continue to work under Kejriwal's leadership, candidate's names soon, says AAP

Yogendra Yadav said that as far as the party knew the resignations had been accepted by the Lieutenant Governor.

He said that the party would announce the names of its candidtes for the Lok Sabha elections after a political affairs committee meet tomorrow.

The senior leader also said that the party would continue to function under the leadership of Kejriwal irrespective of whether he contested state elections or the national polls.

2:15 pm: Yadav says Kejriwal will launch national campaign

Yogendra Yadav said that the Arvind Kejriwal government had given up power on the basis of a principle, which was unique to India.

"It was impossible to even introduce the Jan Lokpal Bill and the party has complimented Arvind Kejriwal for taking the clear decision to resign," Yadav said.

He said it was clear that there were 40 MLAs united in the Delhi Assembly and the Congress, BJP should come together to form the next government.

"Arvind Kejriwal will launch the national campaign of the party in the Haryana rally," Yadav said.

He also hoped that the next state government would continue to pursue the FIRs that the Delhi government had filed against Ambani and other ministers.

Party leader Sanjay Singh started his speech by pointing out the hope that had been kindled with the AAP government coming to power in Delhi.

"The Jan Lokpal was one of the legislations that we had promised to the people... However, the manner in which Ambani and his forty brothers of Congress and BJP MLAs blocked the bill and have stabbed the people of the nation in the back," Sanjay Singh said.

He maintained that the Congress and BJP had come together because of the FIR against Mukesh Ambani.

"The AAP believes that it has no right to stay in power if the Jan Lokpal Bill is not passed...This is the first time ever that a chief minister has resigned over an issue and the AAP has welcomed his decision," Singh said.

He said that the party would hold two rallies: one on 23 February in Haryana and 2 March at which Kejriwal would participate.

11:20 am: L-G to send his recommendation to president by afternoon

Firstpost's Pallavi Polanki reports that there's been no development on the Lieutenant Governor's decision on the matter.

Najeeb Jung is expected to send across his recommendation to the president only later today, she reports.

10:50 am: Delhi's sole independent MLA says he wants to be CM

Rambir Shokeen has been at the centre of the spotlight since the Delhi election results were declared and he seems to have had enough.

Shokeen says he will write to the Delhi Lieutenant Governor and says he will be Chief Minister since he can do a better job. How he will get the support of other MLAs isn't very clear, but there's no punishment for being hopeful now is there.

AAP's Ashutosh has said that the Lieutenant Governor has no choice but to dissolve the Delhi Assembly.

The party spokesperson also claimed that the BJP and Congress want to save RIL's Mukesh Ambani from the investigations that had been initiated.

Speaking to people after giving up his post, Kejriwal has promised to continue helping them in any way that he can. NDTV had this to say on Twitter:

 

9:15 am: BJP meet at 11 am

The Delhi unit of the BJP will be meeting at 11 am to decide the party's future course of action.

While party leader Harsh Vardhan has already declared that the party wouldn't be seeking to form the government it's likely they will have something to say about the AAP and its decision to throw in the towel.

All is calm outside the AAP office and Kejriwal's residence for now with the Delhi Chief Minister expected to meet with the Lieutenant Governor later today to tender his resignation.

11.03 pm: Caretaker govt will function for now, says Manish Sisodia

AAP leader Manish Sisodia said that a caretaker govt will function in Delhi for now.

"The L-G has not yet accepted our resignations. Hence a caretaker govt will function till he accepts the letter," Sisodia said.

9.59 pm: Kejriwal was never serious, says Cong

Congress tonight accused Arvind Kejriwal, who resigned as Delhi Chief Minister, of being a "negative person, glib-talker and a smooth-lier who was looking at an excuse to run away."

He was never serious to govern and his resignation was well-anticipated, Congress said.

Charging that Kejriwal tried to subvert the Constitution, party spokesperson Sandip Dikshit said he was "basically a negative person" who never did anything serious in his whole life and from beginning to end was a "big drama".

"He (Kejriwal) was looking at an excuse to run away. He tried to subvert the Constitution and was a smooth lier. He lied through his teeth while attacking Congress", he alleged.

"He was never serious to govern and the exit of his government marks the end of a big drama. He will find any excuse to run away, to act like a martyr," Dikshit told PTI.

Arvind Kejriwal in his letter to the L-G has recommended dissolution of Assembly.

"Council of ministers have resigned,recommend dissolution of assembly and immediate reelection," he said in his letter.

Following what his other party members said, Vijay Goel too said that the Kejriwal drama was scripted.

"This was all scripted. Delhi Governance was used for their political ambitions," ANI quoted Vijay Goel as saying.

8.30 pm: Kejriwal addresses his supporters

"Our biggest promise was that we will pass the Jan Lokpal Bill. But today when attempts were made to introduce Jan Lokpal Bill in the Assembly, both Congress and BJP derailed it. They colluded with each other and did not allow to table the Jan Lokpal Bill. This happened because three days ago we filed an FIR against Mukesh Ambani," Kejriwal told his supporters.

He also blamed the Gujarat Chief Minister Narendra Modi for alleged irregularities besides blaming Union ministers Kamal Nath, Sharad Pawar and Veerappa Moily.

"This is my resignation letter which I will submit to the L-G soon. We did a lot for Delhi by cutting electricity and water tariffs. My ministers tried to do a lot by spending may sleepless nights but there might be few mistakes. After all, we are human beings. We have filed FIRs against Mukesh Ambani and Sheila Dikshit. And they tell us we don't know how to govern. If sending the corrupt to jail is not governance, then what it?", he said.

"If the Assembly is a temple then tell me do you go and break statues in the temples. Why is the Central government behaving like the British? Why is the Delhi L-G behaving like the viceroy? What Constitution are you talking about? I am ready to sacrifice my life for the Constitution. The Centre is lying. Is breaking the mic in the Assembly a constitutional work?," Kejriwal said.

"Remember, the people of the country will teach you a lesson. I am going to the L-G's place to submit my resignation letter. I pray to the Lord to bless us," Kejriwal said.

"Arvind Kejriwal had no alternative except this. He has miserably failed to deliver in 49 days. He has not fulfilled even one of the promises from his list of 18. He literally betrayed everyone in Delhi except for making tall speeches, insulting the constitution and insulting Republic Day. We will prefer another election and not form a government on the current mandate."

7.40 pm: Delhi cabinet meets, drafts Kejriwal's resignation letter

The Delhi cabinet is currently meeting at the state secretariat and reports have trickled out that the resignation letter of Chief Minister Arvind Kejriwal is being drafted.

7.10 pm Will Arvind Kejriwal quit?

There is a strong speculation going on that Delhi Chief Minister Arvind Kejriwal may resign tonight when he addresses his party workers tonight at the AAP office.

6.50 pm Leader of Opposition Harsh Vardhan addresses media

"On Thursday, except for AAP MLAs all legislators gave the Call Attention Motion demanding the resignation of Delhi Law Minister Somnath Bharti for his undignified behaviour recently. Kejriwal took to resort to lies when he said that Mukesh Ambani has united the Congress and the BJP through donations. It is clear to the people of the country who says what on TV channels and do back door dealings. Kejriwal should stop putting false allegations on people. After two hours, Kejriwal will announce once again that the BJP is against Jan Lokpal. In fact, BJP MLAs are much more keen than AAP MLAs to have a Jan Lokpal. Kejriwal should know that the existing Delhi Lokayukta, which had also given observations against Sheila Dikshit and even reached the President for it, was created by an earlier BJP government."

6.45 pm: Arvind Kejriwal on way to party office from Delhi Assembly.

6.15 pm: Arvind Kejriwal addresses Assembly

"I would like to speak for a few minutes. Forgive me if I am harsh. This is not against any individual. When we came to this House we were newcomers. We thought we will learn from the seniors who are members of this House for so long. We admit we do not know the rules. I was saddened by what happened yesterday how a mike was broken, papers were torn," said Kejriwal.

Members are disrupting the chief minister and are not listening to him even if he is pleading for a few minutes. Kejriwal resumes speech.

"I was told that the Assembly is akin to a temple. Is this the way we behave at a temple, Gurudwara or a mosque? Do we tear The Gita in a temple or the Holy Koran at a mosque? We are all witness to what happened at the Delhi Assembly yesterday. Last night, I read the Constitution to find out if the MLAs are advised to break mikes if his or her wishes are not fulfilled," he said.

"We are being told that we flouted the rules by introducing the Jan Lokpal Bill. Mr Arvinder Singh Lovely, nowhere in the Constitution it is written that the Delhi government needs the permission of the Centre to enact the Jan Lokpal Bill," Kejriwal said.

"I had taken oath as the chief minister and not to follow the orders of the Central government. Both the Congress and BJP know that the Centre will not approve the Jan Lokpal Bill when it is send to them. Is an attempt to remove corruption unconstitutional? We will continue fighting on the streets of Delhi against constitution. I have not come here to become chief minister but to fight against corruption. I am ready to sacrifice my life if the need be to wipe out corruption from the country. I can sacrifice the chair of the chief minister thousand times to end graft," Kejriwal said concluding his office.

5.30 pm: Delhi Chief Minister Arvind Kejriwal to address party workers after the Assembly session ends for the day. Speculation is already building if Kejriwal will quit.

Meanwhile, AAP chief spokesperson Yogendra Yadav told reporters outside the party,"Today what has come out clearly is that both the Congress and the BJP are hand in gloves in Parliament and the Assembly. They do want the Jan Lokpal bill to be passed."

5.15 pm: After the Speaker disallowed the tabling of the Jan Lokpal Bill in Assembly, Congress leader Arvinder Singh Lovely told reporters later, "We have no intention of withdrawing support from this government. We appeal to them to bring the Jan Lokpal Bill legally. We will definitely support it."

5:00 pm: Chaos continues in Assembly, Congress backs AAP on all other legislation

There is no chaos in the Delhi Assembly over the passage of other legislation and despite criticism they are being moved with the Congress backing the AAP on all of them.

Expectedly the BJP isn't pleased about it and despite its best attempts it's unable to get the requisite numbers to oppose any of the legislation.

4:45 pm: Speaker says bill is not being introduced

After holding a brief vote, the Delhi Speaker says that the Lokpal Bill will not be introduced in the Assembly.

So there won't be a debate on the matter and it also means that the bill will not be passed by the Assembly.

42 of the 70 MLAs voted against the bill being introduced despite the L-G's letter advising against it.

Does this mean Kejriwal and the AAP government will be putting in its papers? Or will they do it tomorrow?

BJP and Congress have now gone back to their demand that minister Somnath Bharti put in his resignation.

4:35 pm: BJP, Congress come together to oppose discussion on bill

Harsh Vardhan told the speaker that he was not a member of any party and should act impartially.

"You placed the L-G's message before us. This message is an order not a recommendation. If you feel it is a recommendation, you must seek a vote on the House about it," the BJP leader said.

The BJP leader argued that one couldn't reject constitutional provisions.

He also told the Speaker that if he was unable to discharge his duties properly then they would work to get a new Speaker in place.

Congress's Arvinder Singh Lovely also stood up and told the Speaker that it was his duty to respect the laws given the eyes of the world were on the Assembly.

"The Bill can be introduced only with the permission of the House. You cannot introduce the bill," Lovely said.

He also said that a discussion on the bill couldn't be held today since it was to be introduced in the Assembly today.

4:30 pm: Lokpal Bill tabled again, BJP rejects call for discussion

Lokpal Bill introduced again by Kejriwal and Manish Sisodia has sought that a discussion be held on the bill.

The BJP is arguing that the bill cannot be introduced without a vote and Harsh Vardhan is on his feet shouting at the Speaker.

"As per the rules of the House, you cannot introduce the bill," BJP MLA Jagdish Mukhi told the Speaker.

4:15 pm: Bharti invites parties to participate in Jan Lokpal  discussion

Somnath Bharti, the law minister of the state has said that they are willing to face a no-confidence motion if it is moved by the Congress.  He made no mention of the demand for him to quit though.

However, he invited all parties to participate in a meaningful discussion on the Jan Lokpal bill.

4:15 pm: Official says bill has not been tabled official yet

Firstpost's Pallavi Polanki has checked whether the Speaker can table the Lokpal Bill without seeking a vote in the Assembly.

Here's what the a senior official of the Assembly had to say: As per the rules of the House the Bill the house has not been tabled.

What does this mean? More chaos when the Assembly reconvenes.

4:00 pm: Sisodia hopes bill will be passed tomorrow

Manish Sisodia spoke to reporters in the House and said that the bill has been tabled and needs to be discussed.

"We will hope that the voting on the bill takes place tomorrow," Sisodia said.

3:50 pm: Assembly adjourned 30 minutes

MLAs have surrounded the Speaker's chair and are shouting at him to stall the bill. They seem to have succedeed. 

The Assembly has been adjourned for 20 minutes. How calm will be achieved is rather unclear.

Congress's Arvinder Singh Lovely said the bill needs to admitted before it can be discussed.

"This is no question of support. We will continue to support the government. We are just demanding that rules and regulations be followed," Lovely said.

3: 45 pm: Kejriwal introduced Jan Lokpal Bill,  chaos continues

Amidst the chaos, minister Manish Sisodia managed to shout that the government was introducing the Jan Lokpal Bill for discussion.

However, the Congress and BJP are unwilling to relent and want a vote on the L-G's letter and say the legislation can't be passed in this manner.

High drama in the Delhi Assembly as AAP MLAs thumped their tables to support the bill but were drowned in the shouting.

3:35 pm: Congress moves motion for vote on L-G's letter

3:20 pm: Kejriwal rises to speak but is forced to wait

Arvind Kejriwal has risen to speak but the BJP is demanding a vote on the Lieutenant Governor's letter and wants it to adopted by the Assembly.

Manish Sisodia and the Chief Minister are left as bystanders as they wait for calm.

Sisodia kept demanding a debate on the matter but was drowned out by the Opposition. The BJP said there was no question of a debate on the letter it had to be adopted or voted upon by the House.

"Speakerji respect the constitution," one MLA shouted.

"I am respecting it," the Speaker plaintively replied.

MLAs also walked up to the Speaker's podium to make their case and there seems to be no way of restoring calm in this scenario.

3:15 pm: Speaker reads out L-G's letter opposing Jan Lokpal Bill

Speaker reads out L-G's letter and said that it stated that the bill shouldn't be taken up without his approval.

"The said bill has not been placed before me by the government of Delhi," the letter said

The Lieutenant Governor said that the message should be read out before the bill is brought up for discussion and the bill shouldn't be taken up without his consent, the letter said

As commotion continued in the House the Speaker adjourned proceedings for 20 minutes.

2:40 pm: Congress, BJP MLAs hold up proceedings over L-G's letter

The Congress and BJP MLAs are now on their feet demanding that the Lieutenant Governor's letter be read out.

All of them are demanding that the letter be read out and the stray MLA can be heard shouting a slogan seeking the letter be read.

"It is mandatory for you to read it to us... You are not above the L-G," an MLA shouted at the Speaker.

Even as commotion rages around them, Kejriwal and Sisodia can be seen conversing quietly with each other and the education minister was even seen smiling.

2:30 pm: Congress also asks for L-G's letter

Congress's Haroon Yusuf also stood up to support the BJP on the matter and said that the party would back any legislation to combat corruption.

He also accused the AAP and Kejriwal of handing out character ceritificates.

"We are prepared to support the Jan Lokpal Bill but if its being brought about unconstitutionally then we will oppose it," Yusuf said.

Yusuf also urged the Speaker to start a debate on the censure motion against law minister Somnath Bharti and said that if there was a letter from the Lieutenant Governor it should be placed before them.

2:20 pm: Vardhan says that Speaker should have said what the L-G of the state has sent

The BJP leader said that the Speaker should let them know if the Delhi Lieutenant Governor has sent them a message.

"If there is no message then we have no objection but if there is one then it is mandatory that the house be informed of it," the BJP leader said.

He also said that they would continue to oppose Somnath Bharti continuing as the law minister.

2:15 pm: Harsh Vardhan attacks Kejriwal, says they're opposed to Bharti and not to Lokpal

BJP's Harsh Vardhan has been finally allowed to speak and said the topic of Sant Ravi Das's birth anniversary being brushed aside was a sad thing.

"However, whoever made the decision to have Assembly proceedings today should acknowledge their error," he said, pointing out that Parliament had also take a day off.

The BJP MLA also said that Friday was meant for private members to move bills and not for standard proceedings.

He said that the BJP was opposed to the presence of one particular AAP minister (Somnath Bharti) who he said should resign from his ministerial post.

"We cannot tolerate a minister of this nature staying in the government... Yesterday the Chief Minister made a statement that the BJP-Congress were together because of Ambani," the BJP MLA said.

He claimed that until the Chief Minister made allegations against four people he wasn't able to digest his food.

"I want to ask Mr Kejriwal that if the Lokpal Bill wasn't on the agenda how did the Congress-BJP block his agenda of passing the bill?" Harsh Vardhan said.

The BJP leader said that it should be on record that the BJP has worked as much to fight corruption and create the Lokpal Bill in the centre and created the Lokayukta across states.

"You cannot keep lying to the people telling them that the BJP is blocking the Lokpal Bill," Harsh Vardhan said.

2:10 pm: Congress says they also want Jan Lokpal Bill

Congress's Arvinder Singh Lovely also pointed out that Parliament was adjourned on account of the saint's holiday.

"I am anguished because I have to be here today... The Jan Lokpal Bill that the government has been telling the whole country about is not listed as first among the list of items for the day," he said.

We want the Jan Lokpal bill and we want a bill to fight corruption but I don't think this government is serious about it, Lovely said.

2:00 pm: Speaker strikes down plea to suspend proceedings

The MLAs have begun to gather in the Delhi Assembly and the Speaker has just arrived. The Jan Lokpal Bill is expected to be the third item of business.

But BJP MLA has sought that the house proceedings be suspended because it is Sant Ravidas's birthday.

"The Chief Minister should apologise," a vocal and seemingly enraged Ram Singh Bidhuri shouted.

One MLA pointed out that Sant Ravidas had endorsed working as much as possible, but the BJP MLA continued to thunder against the AAP for holding assembly proceedings today and was quickly joined by his fellow MLAs who shouted slogans against Kejriwal and demanded his resignation.

However, the speaker pointed out that it was a restricted holiday and rejected his plea for suspension of proceedings.

Manish Sisodia was seen laughing away.

1:50 pm: MLA seeks suspension of Assembly proceedings since it is a restricted holiday

BJP's Ram Singh Bidhuri has hit upon a innovative way to block the Lokpal Bill and has reportedly sought the suspension of Assembly proceedings.

Why? Because today is a restricted holiday on account of Sant Ravidas's birthday, he has said.

So will the Speaker adjourn the house on that account and just push forward the drama by another day? Unlikely, but then you didn't expect pepper spray in Parliament either yesterday, did you?

1:45 pm: Sisodia says they will quit if Jan Lokpal Bill is blocked

Manish Sisodia said the party's sole objective remained that the Jan Lokpal Bill be passed by the Delhi Assembly and the question of resigning didn't arise just yet.

"The session can be streteched. Our vision is to make Delhi corruption free and we can do anything to achieve this end," Sisodia told reporters outside Delhi Assembly.

Despite the Lieutenant Governor writing to the Speaker, the AAP minister said they would try to move the bill.

"We will try and move the bill and the Congress and BJP will have to decide whether they want the country to be corruption free," Sisodia said.

1.25 pm: If Cong-BJP could join hands, then Kejriwal would not be CM, says Arvinder Singh Lovely 

Arvinder Singh Lovely, Delhi Congress chief, has written to Delhi chief minister Arvind Kejriwal saying the Congress's support to the Aam Aadmi Party government will continue, but provided the bill is tabled Constitutionally.

"I am very hurt by newspaper reports suggesting that Kejriwalji believes the Congress is opposed to the Jan Lokpal Bill," he says.
My request to the chief minister is that he must please desist from making misleading statements.

On Kejriwal's allegation that the BJP and COngress have joined hands to block the Jan Lokpal Bill, Lovely says, "If we could join hands, if the COngress joins forces with communal forces, then he would not be chief minister."

1:10 pm: Yadav questions whether L-G can block Jan Lokpal Bill

AAP's senior leader Yogendra Yadav emphasised that the party would not compromise in any way on the Lokpal Bill and said that he wasn't sure if the Delhi Lieutenant Governor could block the legislation from being moved.

"I don't know if the Lieutenant Governor has the authority to advise the Speaker or not," Yadav said.

He also said there was no question of the party backing down on its demand because of the Congress threat of withdrawing support to the government.

"We have never asked the Congress to support us. They came forward and did," Yadav said.

He also mocked Oil Minister Veerappa Moily's allegation that there was a political conspiracy behind the FIR against him over gas pricing.

"He's right, there is a political conspiracy behind this and it should be probed," Yadav said.

To add insult to injury for the BJP and Congress, Delhi law minister Somnath Bharti, the subject of protests by the two parties, will present the bill in the assembly, reports Times Now. 

12:30 pm: AAP to move bill in Assembly despite L-G saying it can't be done, plea in HC against party

The AAP is reportedly undeterred by the Delhi Lieutenant Governor's rejection will go ahead and table the Jan Lokpal bill in the Delhi Assembly, sources told PTI.

Expect fireworks in the Assembly if that happens given the BJP and Congress have said that they won't allow the bill to be tabled in any manner seen as being unconstitutional.

Meanwhile a plea has been filed in the Delhi High Court seeking that tabling of the Jan Lokpal Bill in the Delhi Assembly be halted since any bill couldn't be moved without the Lieutenant Governor's recommendation, reports Times Now.

12:00 pm: AAP govt, Kejriwal to put in its papers today?

The AAP government has vowed not to compromise on the Jan Lokpal Bill and today may just be the last day of the Delhi government, party sources told Firstpost. 

Party spokesperson Ashutosh emphasised again that there was no question of any compromise on the issue.

"We have been fighting for the Jan Lokpal Bill for the last three years and there can't be any compromise on this issue," party spokesperson Ashutosh told ANI.

We have said that we are willing to give up power a 100 times if needed, he said.

The BJP and Congress are seeking that the Jan Lokpal Bill should be scuttled and are afraid that some of their top leaders will land up in jail if the bill is moved, Ashutosh said.

He also refused to speculate on why the Delhi Lieutenant Governor had stalled the bill from being introduced in the Assembly.

"We can't say why the L-G is talking in this manner. What he is saying must be after some thought," he said.

11:50 am: Congress' Haroon Yusuf says Kejriwal is acting like a spoilt child

The Congress has decided to take potshots at the Delhi Chief Minister ahead of the Assembly session and has said that Arvind Kejriwal should act in a constitutional manner and not attempt to browbeat the existing system.

"If he has faith in the Constitution then he should complete all the formalities associated with the introduction and passage of the bill," Haroon Yusuf from the Congress.

If Kejriwal moves the bill in a constitutional manner then they will back it, he said.

The MLA said that only bills related to finances can be moved in the Assembly during the current session.

"He believes that anything he wants can be passed much like a kangaroo court or a Taliban council," the MLA said.

"This is like how  a child who wants a toy throws a tantrum for a toy his father can't afford," he said.

He also questioned the grant of subsidies and said that the AAP will soon start demanding freebies for AAP activists.

The Congress leader said that the Delhi Chief Minister was only attempting to cheat people with this version of the Jan Lokpal Bill.

11:20 am: Lt Governor says Jan Lokpal can't be tabled

Delhi Lieutenant Governor Najeeb Jung has written to the Speaker of the Delhi Assembly saying that the Jan Lokpal Bill can't be tabled since it hasn't been approved by the Centre.

Despite being called a "Congress agent" and receiving a plea from the Chief Minister seeking that the bill be permitted, the Lieutenant Governor seems to have taken a stance that is in opposition to the AAP government's.

Now it's back to the AAP to see what action they take on this development. Will Kejriwal be putting in his papers this evening?

10:00 am: AAP reiterates that government will fall if bill not allowed

Firstpost's Pallavi Polanki reports that the Delhi Assembly will convene at 2 pm and the Jan Lokpal Bill will almost definitely come up for introduction today which will mean a potential showdown between the AAP and BJP, Congress.

The AAP has reiterated that it will do pretty much everything in its power to not only introduce the bill but pass it as well. However, if all of it fails, they have reiterated that they will withdraw support to the AAP government.

6:00 pm: Kejriwal threatens to quit if Jan Lokpal Bill not introduced in Assembly

On a day that saw the Congress and the BJP perfectly coordinate their moves in the Delhi Assembly to hijack the Speaker's powers for the day, Chief Minister Arvind Kejriwal has issued a fresh threat to the two parties.

He has said that he will resign if the introduction of the Delhi Jan Lokpal Bill is defeated when it is introduced in the Assembly tomorrow.

"The Congress-BJP coalition has won today," said Kejriwal speaking to reporters, after an assembly session that was marked by a series of adjournments.

The first day of the special assembly session witnessed some rowdy scenes with one Congress MLA Asif Mohammad going so far as to snatch papers from the Speaker's desk and throwing torn pieces of paper into the air.

Mohammad also tried to break the microphone on Kejriwal's desk, giving the CM a quite a start.

MLAs from the BJP and the Congress, in what seemed like a coordinated attempt at disrupting the House took turns to storm the well of the House and shout slogans demanding law minister Somnath Bharti's resignation.

Speaking to reporters about remarkable coordination between the Congress and the BJP today, Kejriwal said, "For the first time in Delhi's history, the synchronised action and match-fixing between the Congress and BJP has been exposed. Within a matter of five minutes they passed four resolutions with a voice vote...they both sought to call attention on the same issue, they both brought posters with the same slogans."

"It seems as if some meeting has taken place between them. When and where did this meeting take place. The issue was not Bharti, he was only a scapegoat," he said.

Kejriwal said that he suspected that the Delhi government's move earlier this week directing the anti-corruption bureau to register an FIR against Mukesh Ambani and Reliance Industries over gas pricing had "prompted both the parties to aggressively oppose the party" and that their behaviour in today's assembly was a reflection of that.

On the crucial issue of the Jan Lokpal bill, Kejriwal said that his government will stick to its stance that the bill's introduction in the Assembly without the Lieutenant Governor's approval was not in violation of the Constitution.

Kejriwal reiterated that the Delhi Assembly was fully within its rights to make laws on all except three issues and that in cases where the Assembly passes a bill that is repugnant to a central law, then the President's consent is required to be taken "after the bill is passed by the Assembly."

He called the Home Ministry's order that a bill introduced by Delhi assembly should first be approved by it was unconstitutional. "The Home Ministry is not superior to the Delhi Assembly," Kejriwal said.

The BJP and the Congress, said Kejriwal, want that the bill to be sent to the Centre. "We know what will happen if the bill is sent to the Centre. It will be sent back with a list that says that such and such sections are repugnant to the Central law and that it should be changed."

"We will not allow that to happen. When the Constitution gives the Delhi Assembly the right to pass a repugnant law, how can the Home Ministry deny it its right," said Kejriwal.

Asked what he would do if the Congress and the BJP continued to disrupt the Assembly like they did today, Kejriwal said that he was willing to give them a long rope.

But should the House vote against the introduction of the bill, he issued an ultimatum. "We will introduce the bill tomorrow...if they defeat the introduction of the bill, the government will resign," Kejriwal said.

9.21 am: Jan Lokpal is already an Act, insists Kiran Bedi

Former Kejriwal aide IPS officer Kiran Bedi continued to take on the AAP government in Delhi over the bill saying they refuse to recognise that Parliament has already passed the Lokpal legislation.

"Delhi Lokayukta could have been amended without confrontation," she tweeted this morning.

 

8.55 am: Kejriwal should wait for Centre's nod, says Sibal

Union Law Minister Kapil Sibal said Delhi CM Arvind Kejriwal should wait for the Centre's consent before tabling the Bill in the Assembly.
"I don't want to comment on anybody's motives but when there are legal procedures in place, when there is a power legally vested in the Lt Guv, then the Lt Guv is well within his rights to advise the Delhi government to introduce the Bill till such time as the President gives his assent or seeks the views of the central govt," Sibal had said.

8.43 am: Delhi govt to introduce Jan Lokpal bill today

The Aam Aadmi Party government in Delhi is likely to table the Jan Lokpal bill in the Assembly today, despite the Centre raising an objection saying the process was a violation of law.

"There is no rethinking in our position. We are going ahead with tabling of the Jan Lokpal Bill," a senior official in the AAP government told PTI.

AAP leader Prashant Bhushan told reporters that his party will seek voting on the introduction of the bill and if both - Congress and BJP - vote against it, then the government will resign.

The Congress, which currently provides support to the government from the outside, and the opposition BJP maintained the government would be violating "constitutional provisions" by not taking the approval of the L-G and the Centre before introducing the bill in the House.

"Despite knowing that the move (to not obtain prior approval from the Centre) is unconstitutional, Kejriwal is trying to justify it. The Congress will continue to support the government, but Kejriwal is creating a situation himself to leave the government," Delhi Congress president Arvinder Singh Lovely had said on Wednesday.
