The Aam Aadmi Party government is likely to clear the Delhi Jan Lokpal bill, one of its main election manifesto promises, at a Cabinet meeting today. The bill, largely based on the Uttarakhand Lokayukta Bill, promises to reduce corruption in the national capital to a large extent.
The bill differs from the Uttarakhand Lokayukta Bill on some points, including the inclusion of the chief minister in its ambit, officials said. The Delhi version will have the CM under its purview but leaves the judiciary out. It will replace the current Delhi Lokayukta Act which the current regime considers to be ineffective.
Soon after the bill is passed by the cabinet, it would be put in the public domain. The draft version of the bill had fixed a maximum tenure of six months for the agency to complete an investigation. The punishment for corruption is likely to range from six months in jail to life imprisonment.
A committee headed by the Chief Secretary and secretaries of Urban Development, Law and Finance departments, besides eminent advocate Rahul Mehra has been given the responsibility of drafting the Jan Lokpal Bill.
In its election manifesto for the Delhi Assembly election, AAP had promised to cover all the officials and employees of Delhi Government, from the Chief Minister to MLAs.
The bill, once cleared, will be passed in a special Assembly session held at the Indira Gandhi stadium on 16 February. The Aam Aadmi Party has invited the public to attend the session.
